- Labourd (Basque: Lapurdi; Latin: Lapurdum; Gascon: Labord) is a former French province and part of the present-day Pyrénées Atlantiques département. It is one of the traditional Basque provinces, and identified as one of the territorial component parts of the Basque Country by many, especially by the Basque nationalists. Labourd extends from the Pyrenees to the river Adour, along the Bay of Biscay. To the south is Gipuzkoa and Navarre in Spain, to the east is Basse-Navarre, to the north are the Landes. It has an area of almost 900 km2 (347 sq mi) and a population of over 200,000 (115,154 in 1901; 209,913 in 1990), the most populous of the three French Basque provinces. Over 25% of the inhabitants speak Basque (17% in the Bayonne-Anglet-Biarritz zone, 43% in the rest). Labourd has also long had a Gascon-speaking tradition, noticeably next to the banks of the river Adour but also more diffusely throughout the whole viscounty (about 20% in Bayonne-Anglet-Biarritz). The main town of Labourd is Bayonne, although the capital up to the French Revolution was Ustaritz, 13 km away, where local Basque leaders assembled. Other important towns are Biarritz, Anglet (between Bayonne and Biarritz), Hendaye, Ciboure and Saint-Jean-de-Luz along the coast, and Hasparren inland. The area is famous for the five-day Fêtes de Bayonne and the red peppers of Espelette. Many tourists come to the coast, especially to Biarritz, and the hills and mountains of the interior for walking and agri-tourism. La Rhune (Larrun in Basque), a 900 m high mountain, lies south of Saint-Jean-de-Luz on the border with Spain. The traditional buildings of Labourd have a low roof, half-timbered features, stone lintels and painted in red, white and green. The house of Edmond Rostand, Villa Arnaga at Cambo-les-Bains, is such a house and is now a museum dedicated to the author of Cyrano de Bergerac and to Basque traditions. Le territoire disparut lors de la révolution française avec la création du département des Pyrénées-Atlantiques. Selon l'Académie de la langue basque, le Labourd est un des sept territoires basques traditionnels (Zazpiak Bat - les sept en un) nommés en 1643 par l'écrivain Axular dans l'avant-propos de son livre « Gero », avec la Soule, la Basse-Navarre, la Navarre, la Biscaye, l'Alava et le Guipuscoa. Le Labourd fait partie de l'arrondissement de Bayonne, département des Pyrénées-Atlantiques. Sa réalité géographique correspond à la zone d'influence de différents ports de pêche, ancien comme Biarritz ou actuel, comme Saint-Jean-de-Luz. Il s'agit surtout de la zone d'influence du port de Bayonne, avec l'ancienne route commerciale de la Navarre : Pampelune - Bayonne. Labastide-Clairence, puis Ustaritz, furent des centres logistiques de ce port de Bayonne. Lorsque les territoires maritimes de la seigneurie de Biscaye, indépendante depuis 1224 du Royaume de Navarre, s'allièrent en 1379 au Royaume de Castille, et que ce dernier conquit en 1200 le Guipuscoa et l'Alava, le royaume de Navarre fut contraint de trouver un nouveau débouché maritime, au XIVe siècle. Bayonne remplit alors cette fonction et gagna en prospérité, en devenant le nouveau port de la Navarre, et toute la zone alentour subit cette influence. Bayonne, initialement appelée Lapurdum, a donné son nom à ce territoire historique. Les Gascons (Gascon, comme Basque, vient du latin Vascon), l'élite commerciale de l'époque, investirent la ville de Bayonne.[précision nécessaire] La prospère Bayonne sera l'objet de convoitise et sera longtemps séparée du reste du territoire. Néanmoins, son influence est telle que la ville de Bayonne est considérée comme la capitale historique du Labourd[réf. nécessaire], puisqu'elle n'a jamais cessé d'être occupée par des Labourdins : Basques et Gascons. Ustaritz a été le lieu de réunion de l'assemblée territoriale du Labourd, jusqu'à la destruction des 3 territoires historiques du Pays basque français, lors de la Révolution française, la nuit du 4 août, et l'abolition des privilèges. En l'occurrence, les privilégiés de l'époque, noblesse, clergé et la nouvelle bourgeoisie, étaient exclus de cette assemblée territoriale, qui réunissait les délégués des communes labourdines. La destruction de ce Biltzar, réalisée par la bourgeoisie, en tant que vestige de l'Ancien Régime, répondait d'abord à ses propres intérêts. À l'issue de 200 ans d'urbanisation accrue, le Labourd correspond aujourd'hui à la zone urbaine et péri-urbaine du Pays basque nord ou français. Le Labourd est aujourd'hui divisé en deux syndicats mixtes des SCOTs de l'agglomération Sud Pays Basque (bassin de vie d'Hendaia-Donibane Lohizune) et de l'agglomération Bayonne Sud des Landes (bassin de vie Baiona-Angelu-Biarritz). Cela a pour conséquence une réflexion stratégique séparée sur des thèmes majeurs, comme les transports, le logement, l'environnement ou le développement économique. Entre autres, les problèmes de circulation entre ces deux pôles urbains ou les embouteillages au niveau de Maignon sont une conséquence directe de ce manque de coopération urbaine et péri-urbaine.
