Sir Cecil Arthur Spring Rice, GCMG, GCVO, PC (27 February 1859 – 14 February 1918) was a British diplomat who served as British Ambassador to the United States from 1912 to 1918, as which he was responsible for the organisation of British efforts to end American neutrality during the First World War. He was also a close friend of US President Theodore Roosevelt, and served as best man at his second wedding. He is best known as the writer of the lyrics of the patriotic hymn, "I Vow to Thee, My Country".

Trots sin framgångsrika karriär är han idag mest känd för sin dikt I Vow to Thee, My Country. Spring-Rice blev efter diplomattjänstgöring i Bryssel, Washington, D.C., Tokyo, Berlin och Konstantinopel 1900 brittisk chargé d’affaires i Teheran och 1901 kommissarie vid egyptiska statsskuldens förvaltning. Han var därefter förste ambassadsekreterare i Sankt Petersburg 1903-1905, brittisk minister och generalkonsul i Teheran 1906-1908, där han i det längsta motarbetade det ryska inflytandet, samt 1908-1912 envoyé i Stockholm.
