- كانت لجنة الحقيقة والمصالحة في البيرو (13 يوليو 2001 - 28 أغسطس 2003) لجنة أنشأها الرئيس «أليخاندرو توليدو» للتحقيق في انتهاكات حقوق الإنسان التي ارتُكبت خلال الثمانينيات والتسعينيات من القرن العشرين. كانت اللجنة رداً على النزاع الداخلي العنيف بين عامي 1980 و2000 أثناء إدارة الرؤساء «فرناندو بيلاندي» (1980-1985)، و«ألان غارسيا» (1985-1990)، و«ألبرتو فوجيموري» (1990-2000). كانت مهمة اللجنة تقديم سجل لانتهاكات حقوق الإنسان والقانون الإنساني الدولي التي ارتُكبت في البيرو بين مايو 1980 ونوفمبر 2000، وكذلك التوصية بآليات لتعزيز حقوق الإنسان وتقويتها. أبلغت لجنة الحقيقة والمصالحة عما يقدر بنحو 70,000 حالة وفاة واغتيال وتعذيب واختفاء ونزوح وتوظيف أساليب إرهابية وغيرها من انتهاكات حقوق الإنسان التي نفذتها كل من الدولة، ومجموعة الدرب المضيء، وحركة توباك أمارو الثورية. وخلص تقريرها إلى أن هناك مساءلة مؤسسية وفردية، بالإضافة إلى تحديد العوامل العرقية والثقافية التي أصبحت محفزًا على النزاع. نفت دراسة أُجريت عام 2019 أرقام الضحايا التي قدمتها لجنة الحقيقة والمصالحة، إذ قدّرت بدلاً من ذلك «ما مجموعه 48,000 جريمة قتل، وهي نسبة أقل بكثير من تقديرات لجنة الحقيقة والمصالحة»، وخلصت إلى أنه «تقع على عاتق دولة البيرو مسؤولية انتهاكات أكبر بكثير على عاتق مجموعة الدرب المضيء». - La Comisión de la Verdad y Reconciliación (CVR) fue una comisión peruana encargada principalmente de elaborar un informe sobre el conflicto armado interno vivido en el Perú durante el periodo entre los años 1980 y 2000. Fue creada en junio de 2001 por el presidente del gobierno de transición, Valentín Paniagua, convocando a diferentes miembros de la sociedad civil. Fue presidida por Salomón Lerner Febres, entonces rector de la Pontificia Universidad Católica del Perú. Además de la investigación de la violencia armada de Sendero Luminoso (PCP-SL) y el Movimiento Revolucionario Túpac Amaru (MRTA), intentó profundizar en las causas de esa violencia y en la dura represión militar contra estas organizaciones, que cobró principalmente víctimas civiles en este fuego cruzado. Para ello, recogió el testimonio de 16 985 personas y organizó 21 audiencias con las víctimas de la violencia, a las que asistieron más de 9500 personas. El Informe Final se hizo público el 28 de agosto de 2003, ante el presidente peruano Alejandro Toledo Manrique. (es)
- La Commission de la vérité et de la réconciliation (CVR) est une commission péruvienne chargée principalement d'élaborer un rapport sur le conflit armé péruvien entre 1980 et 2000. Elle a été créée en 2001 par le président de transition Valentín Paniagua et formée par divers membres de la société civile. Son président était , alors recteur de la Pontificia Universidad Católica del Perú. En plus de ses recherches sur la violence armée du Sentier lumineux et du Mouvement Révolutionnaire Tupac Amaru (MRTA), elle a cherché à analyser les racines profondes de cette violence et a enquêté sur la répression militaire contre ces guérilla. Pour cela, elle a récolté le témoignage de 16985 personnes et a organisé 21 audiences publiques avec les victimes de la violence auxquelles plus de 9 500 personnes ont assisté. - Peru's Truth and Reconciliation Commission (TRC; Spanish: Comisión de la Verdad y Reconciliación, CVR) (13 July 2001 – 28 August 2003) was a truth and reconciliation commission established by President Alejandro Toledo to investigate the human rights abuses committed during the internal conflict in Peru between 1980s and 1990s. The TRC was a response to the violent internal conflict between 1980 and 2000 during the administration of Presidents Fernando Belaúnde (1980–1985), Alan García (1985–1990), and Alberto Fujimori (1990–2000). The commission's mandate was to provide a record of human rights and international humanitarian law violations committed in Peru between May 1980 and November 2000, as well as recommend mechanisms to promote and strengthen human rights. The TRC reported on the estimated 70 000 deaths, assassinations, torture, disappearances, displacement, employment of terrorist methods and other human rights violations executed by the State, Shining Path, and the Túpac Amaru Revolutionary Movement. The report concluded that there is both institutional and individual accountability, as well as identifying racial and cultural factors that became a catalyst for conflict. A 2019 study disputed the casualty figures from the Truth and Reconciliation Commission, estimating instead "a total of 48,000 killings, substantially lower than the TRC estimate" and concluding that "the Peruvian State accounts for a significantly larger share than the Shining Path."
