- The Constituent National Assembly (Spanish: Asamblea Nacional Constituyente; ANC) was a constituent assembly elected in 2017 to draft a new constitution for Venezuela. Its members were elected in a special 2017 election that was condemned by over forty mostly Latin American and Western states. The Democratic Unity Roundtable—the opposition to the incumbent ruling party—also boycotted the election claiming that the Constituent Assembly was "a trick to keep [the incumbent ruling party] in power." Since the opposition did not participate in the election, the incumbent Great Patriotic Pole, dominated by the United Socialist Party of Venezuela, won almost all seats in the assembly by default. After the assembly was elected, the body convened for the first time on 4 August 2017, despite criticism from the aforementioned parties and from the regional trade bloc Mercosur. As part of it first acts, the assembly elected former Foreign Minister and Minister of Communication Delcy Rodríguez as its president, though she was appointed Vice President of Venezuela on 14 June 2018, leaving the position vacant. Former Vice Presidents of the Republic Aristobulo Isturiz and Isaías Rodríguez as its vice-presidents. On 8 August 2017, the Constituent Assembly declared itself to be the government branch with supreme power in Venezuela, banning the opposition-led National Assembly from performing actions that would interfere with the assembly while continuing to pass measures in "support and solidarity" with President Maduro. On 18 August 2017, the Constituent Assembly gave itself the power to pass legislation and override the National Assembly on issues concerning "preservation of peace, security, sovereignty, the socio-economic and financial system" and then stripped the National Assembly of its legislative powers the following day. The opposition-led National Assembly responded, stating it would not recognize the Constituent Assembly. As of May 2019, the Constituent Assembly mandate was expected to expire on 31 December 2020. On 15 December 2020, President of the Assembly Diosdado Cabello set a dissolution date for three days later on 18 December, arguing that the assembly had met all of its objectives except for that of creating a new Constitution. On 18 December 2020, Maduro declared that the Constituent Assembly would close at the end of the year. (en)
- La Asamblea Nacional Constituyente de 2017 fue la asamblea constituyente, encargada de redactar una nueva Constitución para Venezuela que finalmente no presentó, ni discutió, asumiendo facultades plenipotenciarias por encima de los demás poderes públicos del Estado. Su vigencia abarcó más de 3 años, desde el 4 de agosto de 2017 hasta el 18 de diciembre de 2020. Fue promovida por el mandatario Nicolás Maduro el 1 de mayo de 2017 mediante decreto presidencial N° 2830, el cual contemplaba la convocatoria y las bases comiciales. Después de su establecimiento, muchos países, incluyendo los miembros del Grupo de Lima y de la Unión Europea, desconocieron a la asamblea. Sin embargo, países aliados del gobierno venezolano reconocieron los resultados, incluyendo a Bolivia, Cuba, Irán, Nicaragua, Rusia y Siria. El 30 de julio fueron realizadas elecciones para escoger a los 545 constituyentes que la conformarían y el 4 de agosto se instaló formalmente en el Salón Elíptico del Palacio Federal Legislativo (también sede de la Asamblea Nacional). En sus inicios fueron juramentados Delcy Rodríguez como presidenta de la ANC, Aristóbulo Istúriz como primer vicepresidente, Isaías Rodríguez como segundo vicepresidente, Fidel Ernesto Vásquez Iriarte como Secretario de la ANC y Carolys Pérez como subsecretaria. Su duración quedó fijada por un lapso de dos años, decisión tomada por los propios constituyentes. Y se estableció su hemiciclo de sesiones en el Salón Protocolar del Capitolio Federal, donde funcionaba el antiguo Senado del extinto Congreso de la República. En el principio estuvo conformada por 545 integrantes pero para enero de 2018, esta perdió al menos 40 miembros que fueron llamados a ocupar cargos como alcaldes o gobernadores, tomando en cuenta además el deceso de dos de ellos: Tomás Lucena quien fue asesinado y Dionisia Mijoba que falleció de causas naturales. Aunque inicialmente se planteó que la Asamblea Constituyente tendría una vigencia de dos años, el 2° presidente del organismo, Diosdado Cabello, reiteró que ese lapso podía ser prolongado en caso de ser necesario. El 21 de mayo de 2019 la asamblea aprobó un decreto mediante el cual extendía su vigencia al menos hasta el 31 de diciembre de 2020. El 15 de diciembre de 2020, Cabello fijó como fecha de disolución de la ANC tres días después, el 18 de diciembre argumentando que cumplió todos sus objetivos exceptuando el de crear una nueva Constitución. El día de su disolución aprueba por unanimidad, el proyecto de ley constitucional que regula la vigencia de los actos emanados del poder plenipotenciario y da por concluida su actividad. (es)

L'Assemblée est favorable au régime de Nicolás Maduro. Elle est aussi, de facto, le parlement monocaméral du pays depuis qu'elle s'est arrogé les pouvoirs législatifs, aux dépens de l'Assemblée nationale. Ses travaux sont prévus pour durer deux ans et aboutir à une nouvelle constitution qui devra être approuvée par référendum à une date à déterminer. Elle s'auto-dissout en décembre 2020 après les élections législatives sans avoir fait adopter une nouvelle loi fondamentale. Elle n'est pas reconnue par nombre de pays étrangers et contestée par l'opposition majoritaire à l'Assemblée nationale. (fr)

A assembleia também se deu o papel de poder supremo acima de todas as instituições existentes na República, substituindo a Assembleia Nacional eleita em 2015. É, hoje, o único órgão do legislativo reconhecido legalmente, uma vez que a Assembleia Nacional, de maioria oposicionista, foi declarada em desacato em 2017 após ter empossado parlamentares cujas investiduras tinham sido impugnadas pelo Tribunal Supremo de Justiça. A decisão foi considerada por muitos como uma escalada autoritária no país. A Assembleia Nacional continua se reunindo ilegalmente no que se configura como uma disputa pela autoridade legislativa no país.
