The 1995 Portuguese legislative election took place on 1 October. The election renewed all 230 members of the Assembly of the Republic. The incumbent Prime Minister, Aníbal Cavaco Silva, decided not to run for a fourth consecutive term and the Social Democratic Party, choose Fernando Nogueira, one of Cavaco Silva's deputies, as leader and candidate for Prime Minister in a highly contested and bitter party congress in February 1995. But, the PSD was weakened by the end of the 10-year cycle of governments led by Cavaco Silva, amid scandals and the 1994 25 April bridge riots that shocked the country. During the campaign, Cavaco Silva toyed with the idea of running for the 1996 Presidential elections, which he ultimately did.

The PS easily won the elections with 44% of the votes, against the 34% of the PSD, achieving their first general election victory since 1983 and after a decade in opposition, but missed the absolute majority by 4 MPs. António Guterres, elected as PS leader three years before, became Prime Minister. The Social Democratic Party suffered a heavy defeat, losing almost 50 seats and 17% of the votes. This election marked the growing bi-polarization of the Portuguese political map. The two minor parties, the People's Party and the Democratic Unity Coalition (CDU) achieved only 15 MPs each, and for the first time ever the CDU failed to win a single district. Although turnout, in percentage point, was lower than the previous election in 1991, almost 6 million voters cast a ballot on election day, the highest figure since 1980. Após 10 anos na oposição e bem longe de ameaçar as maiorias consecutivas do PSD, o PS liderado por António Guterres conseguia acabar com o ciclo hegemónico dos social-democratas e vencia de forma espetacular as eleições ao obter 43,8% e 112 deputados, um aumento superior a 14 pontos percentuais e de 40 deputados em relação a 1991. Apesar desta grande vitória, o PS não conseguia obter a maioria absoluta e iria depender de acordos pontuais com PSD e CDS. Cavaco Silva, após 10 anos como Primeiro-Ministro e como líder do PSD, não se apresentava nestas eleições e, no seu lugar aparecia Fernando Nogueira. Apesar desta mudança, o PSD não conseguiu captar um eleitorado desejoso de mudança após 8 anos de maioria do partido. O PSD baixava dos 50,6% de 1991 para pouco mais de 34%. O CDS, que agora era o Partido Popular (PP ou CDS-PP), quebrou um ciclo de 12 anos em queda nas eleições, dobrou a sua votação e triplicou a sua representação. Com um líder jovem (Manuel Monteiro) e com um discurso de tom populista e eurocético, o PP capturou muito do eleitorado descontente com o PSD. Por fim, a CDU liderada pelos comunistas e com o PCP pela primeira vez a não ser liderado por Álvaro Cunhal após as eleições de 1975 (substituído por Carlos Carvalhas em 1991) continuava com o seu declínio iniciado em 1985 e perdia 2 deputados em relação a 1991 e ficava-se pelos 8,6% e 15 deputados. Os resultados destas eleições indicavam a clara bipolarização com CDS-PP e CDU a elegerem 15 deputados cada, enquanto PS e PSD ficavam com uma clara maioria dos votos e deputados.
