- اتفاقات التناوب (وبالعبرية: הסכם רוטציה) هو اتفاق سياسي لتناوب المناصب بين المسؤولين الحكوميين وأعضاء الكنيست ورؤساء الوزراء والوزراء وغيرهم. ففى خلال فترة العمل للكنيست أو للحكومة يقوم عضو الكنيست أو أحد الوزراء بالاستقالة لكي ينوب عنه شخص آخر وذلك على أساس اتفاق مسبق. وقد تمت اتفاقيات من هذا القبيل عدة مرات في تاريخ السياسية الإسرائيلية. - Als Israelisches Modell, israelische Lösung oder Rotationsregierung (englisch rotation government, hebräisch ממשלת חילופים memschelet chilufim) wird eine Regierungskoalition bezeichnet, bei der die Koalitionsvereinbarungen einen Wechsel des Regierungschefs (Rotation) und eventuell auch weitere Ministerposten während der Legislaturperiode vorsehen. Der Begriff bezieht sich auf die dieses Prinzips bei der Israelischen Regierung von 1984 bis 1988. Das Israelische Modell wurde seitdem vielfach als Modell für Regierungsbildungen aufgeführt, hat jedoch bis 2020 keine Nachahmer gefunden. (de)
- A rotation government is one of the ways of forming of a government in a parliamentary state. It is a government that, during its term, will see the individual holding the post of prime minister switch (or "rotate"), whether within the same political bloc or as part of a grand coalition. Israel has seen by far the most experience with such a governing arrangement. The government of Ireland is now in its first rotation agreement. Usually, this alternation is guided by constitutional convention with tactical resignation of the first officeholder to allow the second to form a new government. Israel, which established the rotation mechanism in 1984, codified it in 2020. As of 2021, rotation governments have been formed in Ireland, Israel, Malaysia, North Macedonia, Romania, and Turkey. A successful rotation has only taken place in Israel (first with the rotation between Shimon Peres and Yitzhak Shamir, and second with the ascension of Yair Lapid to the office of the Prime Minister of Israel on the 1st of July 2022, fulfilling the agreement of his coalition government); in all other cases, either the rotation has not yet taken place or the government has collapsed before it could occur. - Un governo di rotazione è un tipo di governo che può essere formato in un sistema parlamentare. È un governo che, durante il suo mandato, vede cambiare (o, per l’appunto “ruotare”) l'individuo che ricopre la carica di Primo Ministro (in alcuni ordinamenti “Presidente del Consiglio”, “Premier”, “Cancelliere”, “Presidente del Governo”) all'interno dello stesso governo, spesso senza dover riottenere un voto di fiducia dall’organo legislativo. Tale tipo di governo può formarsi sia fra membri dello stesso blocco politico che come parte di una grande coalizione fra partiti diversi. Israele ha di gran lunga la maggiore esperienza con tali accordi di governo, come nel caso del gabinetto in carica dal 2021, il Governo Bennett, che nel 2022, secondo gli accordi, è divenuto il Governo Bennett-Lapid. Anche il governo irlandese in carica dal 2020, il Governo Martin, è soggetto a un accordo di rotazione, il primo del suo genere nella storia irlandese. Di solito, questa alternanza è guidata dalla convenzione costituzionale; tuttavia, Israele ha codificato tale meccanismo di rotazione.
