He is the former Leader of the Civic Party and former member of the Legislative Council of Hong Kong, representing New Territories East after winning the 2016 by-election. On 11 November 2020, Yeung was disqualified from the Legislative Council, along with three other lawmakers of the pan-democratic camp, by the central government in Beijing on request of the Hong Kong government.
