Lucian W. Pye wuchs als Kind amerikanischer Missionare im Nordwesten Chinas auf und kam erst zur College-Ausbildung in die USA. Er machte seinen Bachelor-Abschluss am Carleton College in Minnesota. Am Ende des Zweiten Weltkrieges kehrte er als Nachrichtenoffizier nach China zurück.
