Przyczyną jego dymisji były kontrowersje jakie Brooke wywołał występując w talk-show The Late Late Show, gdzie zaśpiewał Oh My Darling, Clementine w dniu, w którym w zamachu IRA zginęło 7 protestanckich robotników. Brooke powrócił do tylnych ław parlamentu, ale jeszcze w tym samym roku powrócił do gabinetu jako minister dziedzictwa narodowego. Był nim do 1994 r. W Izbie Gmin zasiadał do 2001 r., kiedy to zrezygnował ze startu w wyborach. W październiku został kreowany parem dożywotnim jako baron Brooke of Sutton Mandeville i zasiadł w Izbie Lordów.
