- Johan Rudolph Thorbecke (14 January 1798 – 4 June 1872) was a Dutch liberal statesman, one of the most important Dutch politicians of the 19th century. Thorbecke is best known for heading the commission that drafted the revision of the Constitution of the Netherlands in 1848, amidst the liberal democratic revolutions of 1848. The new constitution transformed the country from an absolute monarchy into a constitutional monarchy, with the States General and the Council of Ministers becoming more powerful than the king. The amended constitution also granted individual rights to residents and citizens of the kingdom. This made the constitution one of the more progressive at the time. Thorbecke is generally considered a founding father of the modern political system of Netherlands. (en)

Pasal 109 terutama berdampak luas karena melegalkan pembedaan kelompok berdasarkan ras atau asal-usul, dengan memberlakukan hukum yang berbeda terhadap Kelompok Eropa (Europeanen) dan kelompok pribumi (Inlanders). Dengan pasal ini, semangat liberalisme yang dihembuskan dari Belanda menjadi mentah kembali di koloninya. Akibat hal ini terjadi proses "Eropanisasi" terhadap orang-orang keturunan campuran (peranakan Indo Eropa).

W latach 1849-1872 trzykrotnie (z przerwami) pełnił funkcję premiera Holandii. Jako premier przeprowadził liczne reformy społeczne. Był profesorem uniwersytetów w Gandawie i Lejdzie. Thorbecke był jednym z najważniejszych polityków holenderskich w XIX-tym wieku. Urodził się w Zwolle w północno-wschodniej Holandii. Studiował między innymi literaturę klasyczną i filozofię w Amsterdamie. Po studiach został profesorem dyplomacji i historii współczesnej na Uniwersytecie w Lejdzie. Kiedy w 1848 roku król Niderlandów Wilhelm II Holenderski zdecydował się powołać komitet mający na celu rewizję dotychczasowej konstytucji, Thorbecke objął kierownictwo nad tą inicjatywą.
