- CEPT, Konference evropských správ pošt a telekomunikací (francouzsky Conférence européenne des administrations des postes et des télécommunications; anglicky European Conference of Postal and Telecommunications Administrations) je koordinační organizace evropských státních telekomunikačních a poštovních organizací založená 26. června 1959. V roce 1988 CEPT založila Evropský ústav pro telekomunikační normy (ETSI), který mimo jiné vytvořil standard GSM pro mobilní sítě. CEPT má tři hlavní složky:
* ECC (Electronic Communications Committee) – zodpovědné za oblast radiokomunikací a telekomunikací; vzniklo v září 2001 sloučením ECTRA a ERC (European Radiocommunications Committee)
* Stálý sekretariát ECC je ECO (European Communications Office)
* CERP (European Committee for Postal Regulation francouzsky Comité européen des régulateurs postaux) – zodpovědné za oblast pošt

- The European Conference of Postal and Telecommunications Administrations (CEPT) was established on June 26, 1959, by nineteen European states in Montreux, Switzerland, as a coordinating body for European state telecommunications and postal organizations. The acronym comes from the French version of its name Conférence européenne des administrations des postes et des télécommunications. CEPT was responsible for the creation of the European Telecommunications Standards Institute (ETSI) in 1988. CEPT is organised into three main components:

- La Conferencia Europea de Administraciones de Correos y Telecomunicaciones (CEPT, siglas de su nombre en francés Conférence européenne des administrations des postes et des télécommunications) es un organismo internacional que agrupa a las entidades responsables en la administración pública de cada país europeo de las políticas y la regulación de las comunicaciones, tanto postales como de telecomunicaciones. Fue fundada el 26 de junio de 1959. En aquella época las comunicaciones se prestaban en régimen de monopolio, casi siempre por una entidad pública que operaba tanto los servicios postales como los de telecomunicación. Eran las PTTs, Administraciones de Correos, Telégrafía y Telefonía (Poste, Télégraphe, Téléphone). La CEPT agrupaba a estas entidades, que a través de ella generaban las normas que estandarizaban los aspectos comerciales, operativos, regulatorios y técnicos de su actividad. Aspiraba a unificar la posición europea ante los organismos mundiales de referencia, la Unión Internacional de las Telecomunicaciones (UIT, ITU en inglés) y la Unión Postal Universal (UPU). Con la liberalización de las telecomunicaciones, estas actividades de la CEPT perdieron en gran parte su sentido. La separación de correos y telecomunicaciones se lo quitó tanto a las siglas PTT como CEPT, y la privatización de los operadores y la apertura de los mercados a la libre competencia se lo quitaron a la cooperación en aspectos comerciales, operativos o incluso técnicos, pues los nuevos operadores empezaban a ser potenciales competidores en sus mercados. En 1988, la CEPT transfirió a ETSI (European Telecommunications Standards Institute) todas las tareas de normalización. Dejaban de llevarse en un club de operadores estatales, y pasaban a un organismo de estandarización más similar al de otros sectores productivos. Y en 1992, los nuevos operadores de correos y de telecomunicaciones europeos, ya separada una cosa de la otra, privatizados muchos de los de telecomunicación, y abiertos los mercados a la concurrencia, crearon sus propios foros de armonización: para el correo, y (European Public Telecommunications Network Operators' Association, Asociación Europea de Operadores de Redes Públicas de Telecomunicación) para las telecomunicaciones. La CEPT cambió entonces radicalmente sus objetivos y su composición. Dejó de ser un club de operadores para convertirse en un foro de organismos de regulación y política de las telecomunicaciones. Actualmente reúne a los que en cada país fijan las normas legales, la regulación del mercado y las políticas en materia de comunicación. En septiembre de 1995, una reunión plenaria definió los nuevos objetivos, que apuntan a armonizar a escala europea las actividades de los que normalizan y regulan el mercado, igual que antes aspiraban a hacerlo con las de los que operaban las redes y servicios. Actualmente la CEPT tiene 45 países miembros, tras incorporar hacia 1995 a los de la antigua órbita socialista.

Från början bestod CEPT av de 12 stora europeiska post- och teleoperatörerna i monopolställning, men mycket snart var antalet medlemmar uppe i 26. Syftet var att samarbeta i frågor som rörde marknadsföring, drift, lagstiftning och teknik. 1988 skapades ETSI, The European Telecommunications Standards Institute, som fick ansvar för standardiseringsarbetet. 1992 delades CEPT upp i och ETNO, The European Telecommunications Network Operators' Association, vilket innebar att postverken och teleoperatörerna fick egna organisationer. Detta medförde att CEPT kom att fokusera på policyfrågor och juridiska spörsmål.Sedan delningen har antalet medlemsländer i EU ökat, vilket medfört att CEPT nu har 45 medlemsländer. CEPT fick nya arbetsuppgifter vid en konferens i Weimar 5-6/9 1995. I föreskrifterna för CEPT framgår det att CEPT skall:
* skapa ett europeiskt forum för diskussioner kring suveränitet och juridik vad avser frågor kring post- och telekommunikationsfrågor,
* tillhandahålla stöd för medlemsländerna i tvistefrågor om suveränitet och juridiska frågor,
* påverka målsättning och prioriteringar i europeiska post- och telekommunikationsfrågor genom gemensamma ställningstaganden,
* forma europeiska post- och telefrågor i de områden som faller under CEPT ansvarsområde,
* verka paneuropeiskt,
* stärka och utveckla samarbetet med öst- och centraleuropeiska länder
* marknadsföra och förenkla samarbetet mellan europeiska samarbetsorgan (d.v.s. genom personliga kontakter)
* genom samarbete påverka ITU och UPU i enlighet med europeiska mål
* på ett obyråkratiskt och kostnadseffektivt sätt och på tilldelad tid reagera på och agera utifrån nya omständigheter
* åtgärda vanliga frågeställningar på kommitténivå genom nära samarbete mellan de olika kommittéerna
* om möjligt ge sina resultat mer bindande karaktär än vad som tidigare varit fallet, i syfte att skapa ett gemensamt Europa vad avser post- och telefrågor. I enlighet med ovanstående arbetar nu CEPT bara med policies, suveränitetsfrågor och juridiska spörsmål. Arbetet bedrevs tidigare i tre kommittéer:
* CERP, Comité européen de Réglementation Postale som handlägger postfrågor
* ERC, European Radiocommunications Committee
* ECTRA, European Committee for Regulatory Telecommunications Affairs. De två sistnämnda kommittéerna arbetade med telekomfrågor. Kommittéerna hade till uppgift att handlägga standardiserings- och harmoniseringsfrågor, att utfärda rekommendationer och att fatta beslut. 2001 ersattes de två telekomkommittéerna med en gemensam i och med bildandet av Electronic Communications Committee, (ECC).
