U Royal Navy sloužil od roku 1875, vyznamenal se za první světové války a v roce 1922 byl povýšen do šlechtického stavu. V roce 1924 dosáhl hodnosti velkoadmirála a nakonec zastával funkci prvního námořního lorda (1927–1930). He was Commander-in-Chief of the Atlantic Fleet after the war and served as First Sea Lord in the late 1920s. In that role, in order to avoid an arms race, he accepted parity with the United States in the form of 50 cruisers defending his position on the basis that he only actually had 48 cruisers anyway. Vid första världskrigets utbrott blev Madden flaggkapten (stabschef) hos amiral Jellicoe och deltog 1916 i Skagerrakslaget. 1917 blev han andre amiral vid Grand fleet och 1919 högste befälhavare över Atlant- och hemflottan.
