Schwarz-Schilling on opiskellut sinologiaa Ludwig-Maximilians-Universität Münchenissä. Hänen väitöskirjansa "Der Friede von Shan-Yüan 1005 n. Chr. und seine Auswirkungen auf die Beziehungen zwischen dem Chinesischen Reich und dem Liao-Reich der Kitan" vuodelta 1956 käsitteli Kiinan ja Kitanin Liao-keisarikunnan suhteita.
Schwarz-Schilling liittyi CDU:hun 1960 ja hänet valittiin 1966 Hessenin maapäiville ja 1976 Bundestagiin, jossa hän oli vuoteen 2002 asti. Vuosina 1982–1992 hän oli posti- ja viestintäministerinä. Hän erosi protestina hallituksesta 1992 liittokansleri Helmut Kohlin sanottua ettei Saksan perustuslaki sallinut puuttumista Jugoslavian tapahtumiin.
Vuosina 1995–2005 Schwarz-Schilling oli välittäjänä Bosnia-Hertsegovinassa ja 31. tammikuuta 2006 hänet nimitettiin Korkeaksi edustajaksi ja Euroopan unionin erityisedustajaksi Bosnia ja Hertsegovinaan. Schwarz-Schilling pyrki toimimaan enemmän neuvonantajan asemassa, päinvastoin kuin edeltäjänsä Lordi Ashdown, joka oli saanut osakseen kritiikkiä vallankäytöstään. Vaikka Schwarz-Schillingin piti olla viimeinen kansainvälisen yhteisön edustaja maassa, slovakkidiplomaatti Miroslav Lajčák nimitettiin vielä hänen jälkeensä. (fi)
