Lieutenant Colonel Sir Cecil Montacute Clothier KCB QC LLD MA was Judge of Appeal of the Isle of Man from 1972 to 1978. He was born on 28 August 1919 and educated at Stonyhurst College and Lincoln College, Oxford, gaining Bachelor of Civil Law and Master of Arts. He was elected an Honorary Fellow of the College in 1984. He served in the Highland Division in the Army from 1939-1946 and became a Lieutenant Colonel in the Royal Signals. He was called to the Bar at Inner Temple in 1950 and took silk in 1965. He was Recorder of Blackpool from 1965 to 1978. He was knighted in 1982 and was Chairman of the Council on Tribunals, 1989-1992. Other posts include, member of the Royal Commission on NHS, 1976-78; Parliamentary Commissioner for Administration, and Health Service Commissioner for England, Wales and Scotland, 1979-84; Chairman of the Police Complaints Authority, 1985-89; Vice President of the Interception of Communications Tribunal, 1986-96; and chaired the Allitt Inquiry of 1993-94.
