- Bernhard Vogel, né le 19 décembre 1932 à Göttingen, est un homme politique allemand appartenant à l'Union chrétienne-démocrate d'Allemagne (CDU). Après avoir été élu au Bundestag en 1965, il est nommé ministre de l'Éducation de la Rhénanie-Palatinat dans la coalition noire-jaune de Peter Altmeier en 1967, puis reconduit par Helmut Kohl quand celui-ci devient ministre-président en 1969. En 1971, il est élu député au Landtag, puis président de la CDU régionale en 1974, avant d'être investi deux ans plus tard ministre-président en remplacement de Kohl. Il remporte les élections régionales de 1979, 1983 et 1987, mais il se voit contraint de s'allier avec les libéraux du FDP à l'issue de ce dernier scrutin. Il démissionne en 1988 après avoir perdu l'élection pour la présidence régionale de son parti. Il retrouve le pouvoir en 1992, mais comme ministre-président de Thuringe, l'un des six Länder issus de l'Allemagne de l'Est. Avec son élection, il devient le premier, et actuellement le seul, homme politique allemand à avoir gouverné deux Länder distincts. À la suite des élections de 1994, il est contraint de former une grande coalition avec le SPD, qui prend fin à l'issue de son mandat de cinq ans, la CDU ayant remporté la majorité absolue au Landtag lors des élections de 1999.
