Não dispunham das torres, que seriam posteriormente adicionadas para estabilidade dentro de água. O Ha-19 foi lançado pelo I-24 no ataque a Pearl Harbor. A maioria dos outros cinquenta números de casco não tem dispõe de registo, embora dois tenham sido capturado em Sydney (Austrália), e outros em Guam, Guadalcanal e Ilha Kiska. Cada submarino estaria equipado com dois torpedos de 17,7 polegadas, introduzidos em tubos montados um em cima do outro. No ataque a Pearl Harbor foi utilizado o torpedo do , especialmente desenhado para este submarino, embora problemas com fugas de oxigénio forçassem a utilização do , concebido para lançamento aéreo. Também incluía uma carga de demolição que, segundo consta, dotava o submarino para ser utilizado como , embora não exista referência deste tipo de utilização. Cinco destas embarcações participaram no ataque a Pearl Harbor, e uma delas chegou mesmo a penetrar o porto. Destas cinco, um foi capturado e os outros quatro afundados, ou dados como desaparecidos. Lo stesso giorno altri due sottomarini attaccavano obbiettivi britannici a Diego Suarez, colpendo la corazzata HMS Ramilles in modo relativamente grave (rientrò in servizio nel giugno del 1943), e affondando un mercantile da 6.990 tonnellate (al costo di due unità, anche in questo caso con la perdita di tutti gli equipaggi). Malgrado gli ultimi fossero prodotti ancora nel 1944 non ottennero più successi, forzare porti militari nemici era diventato ancora più difficile che all'inizio della guerra, e non furono mai usati contro bersagli "civili" meno protetti, mentre si dimostrarono poco pratici per difendere le basi giapponesi sotto attacco. The Type A Ko-hyoteki (甲標的甲型, Kō-hyōteki kō-gata, Target 'A', Type 'A') class was a class of Japanese midget submarines (Kō-hyōteki) used during World War II. They had hull numbers but no names. For simplicity, they are most often referred to by the hull number of the mother submarine. Thus, the midget carried by I-16-class submarine was known as I-16's boat, or "I-16tou." This class was followed by: Type B (甲標的乙型, Kō-hyōteki otsu-gata), Type C (甲標的丙型, Kō-hyōteki hei-gata), and Type D (甲標的丁型, Kō-hyōteki tei-gata), the last one better known as Kōryū (蛟龍). 甲標的（こうひょうてき）は、大日本帝国海軍（日本海軍）において最初に開発された特殊潜航艇である。兵装として魚雷2本を艦首に装備し、鉛蓄電池によって行動する小型の潜航艇であったが、後に発電用のディーゼルエンジンを装備し、ディーゼル・エレクトリック方式となった。開発当初は洋上襲撃を企図して設計されたが、後に潜水艦の甲板に搭載し、水中から発進して港湾・泊地内部に侵入し、敵艦船を攻撃するよう戦術が転換された。
