Georgia became a U.S. state in 1788, which allowed it to send congressional delegations to the United States Senate and United States House of Representatives beginning with the 1st United States Congress in 1789. Each state elects two senators to serve for six years, and members of the House to two-year terms. Im ersten und zweiten Kongress stellte Georgia jeweils drei Abgeordnete in dieser Parlamentskammer; bis zum Ausbruch des Bürgerkrieges stieg deren Zahl auf acht an. Von 1861 bis 1868 war der Staat als Folge des Krieges nicht im Kongress vertreten. Nach der Volkszählung 2000 stieg die Zahl der Kongressabgeordneten aus Georgia 2003 auf 13 und nach der Volkszählung 2010 noch einmal auf 14 an. Die Aufteilung des Staates in Kongresswahlbezirke hatte erstmals von 1789 bis 1793 sowie noch einmal im Jahr 1827 und dann durchgängig seit 1845 Gültigkeit. Bei den Wahlen in der Zwischenzeit traten die Kandidaten für alle Sitze jeweils staatsweit („at large“) an. 1883 wurde der neu entstandene zehnte Sitz letztmals in einer At-large-Wahl vergeben. (de)
