- Une spécification technique d'interopérabilité (abrégé en STI) est un texte prévu par la directive européenne 2016/797 adoptée par le Parlement européen et le Conseil de l'Union européenne relative à l'interopérabilité du système ferroviaire européen selon la procédure législative ordinaire. Cette directive dispose que le système ferroviaire est découpé en 8 sous-systèmes : 1.
* L'infrastructure 2.
* L'énergie de traction 3.
* Le contrôle-commande et la signalisation au sol 4.
* Le contrôle-commande et la signalisation à bord 5.
* Le matériel roulant 6.
* Exploitation et gestion du trafic 7.
* Entretien 8.
* Applications télématiques aux services des passagers et au service du fret. Elle dispose également qu'une spécification technique d'interopérabilité (STI) est rédigée pour chaque sous-système. Ces STI déclinent les exigences essentielles, qui figurent dans les directives européennes mentionnées plus haut, sur des cas précis et définissent un ensemble d'exigences techniques qui s'appliquent aux nouveaux sous-systèmes mis en service. Ces exigences constituent un ensemble de conditions nécessaires pour une mise en service mais ces conditions ne sont généralement pas suffisantes pour garantir la sécurité, c'est pourquoi elles doivent être complétées de quelques mesures supplémentaires. Elles ne couvrent pas tous le champ des prescriptions réglementaires, mais, pour les champs qu'elles couvrent, elles prévalent sur les textes nationaux. (fr)

This directive stipulates that the railway system is divided into 8 subsystems: 1.

* control command and the trackside signalling 4.
* control command and the on-board signalling 5.
* rolling stock 6.
* Traffic operation and management 7.
* Maintenance 8.
* Telematic applications for passenger and freight services. It also provides that a technical specification for interoperability (TSI) is drawn up for each subsystem. These TSIs define the essential requirements of the above-mentioned European directives for specific cases and define a set of technical requirements that apply to new subsystems put into service. These requirements constitute a set of conditions necessary for putting into service, but these conditions are generally not sufficient to guarantee safety, so they must be supplemented by some additional measures. They do not cover all the fields of the regulatory requirements, but for the fields they cover, they prevail over the national texts. (en)
- Een Technische Specificatie voor Interoperabiliteit (TSI), is een specificatie van de Europese Unie ten behoeve van de integratie van de Europese spoorwegnetten, opdat één samenhangend Europees spoorwegsysteem ontstaat. De TSI's zijn beperkt tot wat nodig is voor interoperabiliteit, want het doel van de TSI's is alleen dat spoorwegvoertuigen in Europa over het hele spoorwegnet kunnen rijden. Het blijft dus mogelijk om railvoertuigen en spoorinfrastructuur te ontwikkelen en aan te schaffen die voldoen aan de specifieke eisen en wensen van spoorwegondernemingen respectievelijk spoorwegbeheerders. De TSI's gelden voor het Europese hogesnelheidsnet, de spoorlijnen die onderdeel zijn van het trans-Europese netwerk voor transport en een aantal andere spoorlijnen. Het toepassingsgebied van de TSI’s wordt geleidelijk uitgebreid tot het gehele spoorwegsysteem in de Europese Unie. TSI's worden vastgesteld door de Europese Commissie op basis van aanbevelingen van het Spoorwegbureau van de Europese Unie. Dit bureau maakt aanbevelingen voor verbeteringen van TSI's, uitbreiding van het werkingsgebied van de TSI's en nieuwe TSI's in nauwe samenwerking met de vertegenwoordigers van de Europese spoorgwegsector. Technical Specifications for Interoperability, TSI) – szczegółowe wymagania techniczne i funkcjonalne, procedury i metody oceny zgodności z zasadniczymi wymaganiami dotyczącymi interoperacyjności kolei, warunki eksploatacji i utrzymania dotyczące składników interoperacyjności i podsystemów transeuropejskiego systemu kolei dużych prędkości i transeuropejskiego systemu kolei konwencjonalnej, określane i ogłaszane przez Komisję Europejską. Na potrzeby TSI system kolei dzieli się na następujące podsystemy:

* związane z siecią:
* infrastruktura,
* energia,
* sterowanie – urządzenia przytorowe,
* związane z pojazdem:
* sterowanie – urządzenia pokładowe,
* tabor,
* funkcjonalne:
* ruch kolejowy,
* utrzymanie,
* aplikacje telematyczne dla przewozów pasażerskich i dla przewozów towarowych. Pierwszym pojazdem polskiej konstrukcji spełniającym wszystkie wymagania TSI jest elektryczny zespół trakcyjny Newag Impuls typu 45WE dla Kolei Mazowieckich, natomiast pierwszym pojazdem zgodnym z TSI dopuszczonym do eksploatacji w Polsce jest elektryczny zespół trakcyjny Stadler FLIRT dla Łódzkiej Kolei Aglomeracyjnej.
