- The House of Representatives of the People, or Da Afghanistan Wolesi Jirga (Pashto: دَ افغانستان ولسي جرګه), was the lower house of the bicameral National Assembly of the Islamic Republic of Afghanistan, alongside the upper House of Elders. The House of Representatives of the People was the chamber that bore the greater burden of lawmaking in the country, as with the House of Commons in the Westminster model. It consisted of 250 delegates directly elected by single non-transferable vote. Members were elected by district and served for five years. The constitution guaranteed at least 68 delegates to be female. Kuchi nomads elect 10 representatives through a Single National Constituency. The House of Representatives of the People had the primary responsibility for making and ratifying laws and approving the actions of the president. The first elections in decades were held in September 2005, four years after the fall of the Taliban regime, still under international (mainly UN and NATO) supervision. The 2010 Wolesi Jirga election was held on 18 September 2010 and the 2018 Wolesi Jirga election was held on 20 October 2018 after almost three years of delay The new Parliament was later inaugurated on 26 April 2019. It was effectively dissolved when the Taliban seized power on 15 August 2021. The Taliban did not include the House of the People and several other agencies of the former government in its first national budget in May 2022. Government spokesman Innamullah Samangani said that due to the financial crisis, only active agencies were included in the budget, and the excluded ones had been dissolved, but noted they could be brought back "if needed". Lors de l'offensive des talibans d'août 2021, la République islamique d'Afghanistan cesse de contrôler le territoire et ses institutions ne fonctionnent plus après le départ du pays du président Ashraf Ghani. Het telt 249 bij nationale verkiezingen gekozen afgevaardigden. De leden worden per district gekozen voor een periode van vijf jaar. Minstens 64 afgevaardigden (twee van elke provincie) moet vrouw zijn; zij worden benoemd door de president die ook twee vertegenwoordigers benoemd voor de lichamelijk gehandicapten, en twee voor de bevolkingsgroep van de Kuchi-nomaden, een etnische minderheid. De eerste verkiezingen sinds vele jaren werden gehouden in september 2005, vier jaar na de val van het Taliban-regime na de buitenlandse interventie middels de operatie Enduring Freedom. (nl)
- Izba Ludowa (Wolesi Dzirga) – niższa izba bikameralnego parlamentu Afganistanu, Zgromadzenia Narodowego. Choć formalnie izbą wyższą jest Izba Starszych, to właśnie Izba Ludowa stanowi ciało o największym znaczeniu w procesie legislacyjnym. Izba Ludowa liczy 249 członków, w większości wybieranych w wielomandatowych okręgach wyborczych (których granice pokrywają się z okręgami w znaczeniu podziału administracyjnego). 64 miejsca (po dwa) z każdej prowincji są zagwarantowane dla kobiet. Mandaty te nie są jednak obsadzane w drodze wyborów, lecz poprzez nominację prezydenta. W taki sam sposób przydzielane są dwa mandaty zarezerwowane dla osób niepełnosprawnych i dwa dla ludności koczowniczej. Ze względu na niski poziom alfabetyzacji kraju, kandydaci na listach wyborczych wymienieni są nie tylko z nazwiska – umieszcza się tam także przypisane im wcześniej obrazkowe symbole, którymi mogą posługiwać się w kampanii wyborczej. Kadencja trwa 5 lat. System partyjny w Afganistanie jest obecnie niezwykle słaby i wszyscy członkowie izby są aktualnie bezpartyjni. Faktycznie większość należy jednak do nieformalnych stronnictw tworzonych przez lokalnych przywódców (w większości oligarchów posiadających prywatne armie) w poszczególnych prowincjach. (pl)
