Sir Edward Phelips (c. 1555/1560 – 1614) was an English lawyer and politician, the Speaker of the English House of Commons from 1604 until 1611, and subsequently Master of the Rolls from 1611 until his death in 1614. He was an elected MP from 1584, and in 1588, following a successful career as a lawyer, he commissioned Montacute House to be built as a Summer house for himself and his family. He was knighted in 1603 and one of his major roles was as the opening prosecutor during the trial of the Gunpowder Plotters. He married , and his son, Sir Robert Phelips, inherited his land and property.

Han var den fjärde och yngste sonen till Thomas Phelips av Montacute och Elizabeth Smythe, dotter till John Smythe av Long Ashton. Phelips gick med i , ett av fyra Inns of Court, 1596 och 1601 tog han plats som parlamentsledamot för Somerset. Den 17 maj 1603 adlades han och i november samma år deltog han i rättegången mot Walter Raleigh. Phelips omvaldes som parlamentsledamot för Somerset den 11 februari 1604 och den 19 mars samma år valdes han till talman, vilket han förblev till 1611. Han hade väldigt antikatolska åsikter och dömde många romerska katoliker under sin livstid; katolicismen var nämligen inte en omtyckt religiös övertygelse i England vid tillfället.
