The Council of Ministers (Albanian: Këshilli i Ministrave) is the executive branch that constitutes the Government of Albania. The Council is led by the Prime Minister of Albania. The prime minister is nominated by the President from among those candidates, who enjoy majority support in the Parliament; the candidate is then chosen by the Parliament. In the absence of the prime minister, the Deputy Prime Minister takes over his functions. There are 19 other government members, serving as deputy prime ministers, government ministers or both; they are chosen by the prime minister and confirmed by the Parliament.

Na mocy art. 95 ust. 2 Konstytucji uchwalonej w 1998 r., Rada Ministrów ma przyznane kompetencje domniemane, tzn. przysługują jej te wszystkie kompetencje, które nie zostały zastrzeżone dla innych organów państwowych lub samorządowych. Premiera powołuje prezydent na wniosek partii lub koalicji posiadającej najwięcej miejsc w Zgromadzeniu. Ministrowie powoływani są także przez prezydenta, ale na wniosek premiera. Premier musi zgłosić Zgromadzeniu projekt budżetu. Jeśli Zgromadzenie nie uchwali budżetu do początku następnego roku finansowego, wtedy Rada Ministrów realizuje każdego miesiąca 1/12 budżetu roku poprzedniego, do czasu aż nowy budżet nie zostanie przyjęty.
