- Die Konstitution und Konvention der Internationalen Fernmeldeunion (englisch Constitution and Convention of the International Telecommunication Union) ist ein völkerrechtlicher Vertrag, der von fast allen Staaten der Erde unterzeichnet und ratifiziert wurde. Die Konstitution und Konvention der Internationalen Fernmeldeunion (ITU) wurde am 22. Dezember 1992 in Genf unterzeichnet. Sie ist die Grundlage der ITU und wird von der Generalbevollmächtigtenversammlung (engl. Plenipotentiary Conference) der ITU fortgeschrieben. Die Konstitution und Konvention der Internationalen Fernmeldeunion ist 1992 an die Stelle des Internationalen Fernmeldevertrags getreten. Die Präambel der Konstitution der Internationalen Fernmeldeunion lautet in der deutschen Übersetzung (im deutschen Bundesgesetzblatt): In voller Anerkennung des uneingeschränkten Rechts jedes Staats, sein Fernmeldewesen zu regeln, und angesichts der wachsenden Bedeutung des Fernmeldewesens für die Wahrung des Friedens und die wirtschaftliche und soziale Entwicklung aller Staaten haben die Staaten, die Vertragspartei dieser Konstitution als der grundlegenden Urkunde der Internationalen Fernmeldeunion und der die Konstitution ergänzenden Konvention der Internationalen Fernmeldeunion (nachstehend "die Konvention" genannt) sind, mit dem Ziel, die friedlichen Beziehungen und die internationale Zusammenarbeit zwischen den Völkern sowie die wirtschaftliche und soziale Entwicklung durch leistungsfähige Fernmeldedienste zu erleichtern, folgendes vereinbart: (es folgt der Wortlaut der Konstitution) In Artikel 4 legt die Konstitution der ITU fest, dass die folgenden Werke die Grundsatzdokumente der ITU sind:

- The International Telecommunication Union (ITU) Constitution and Convention of the International Telecommunication Union (short: ITU Constitution and Convention or ITU CS CV) is an international treaty, signed and ratified by almost all countries of the world. The treaty is the founding document of the ITU, a specialized agency of the United Nations. The convention was concluded on 22 December 1992 in Geneva. The ITU Constitution and Convention succeeded and replaced the 1865 International Telegraph Convention. As of 2016, the ITU Constitution and Convention has 193 state parties, which includes 192 United Nations member states plus the Holy See. States which are eligible to ratify the document but have not are the Cook Islands, Niue, Palau, and the State of Palestine. The wording of preamble of the ITU Constitution and Convention is as follows: While fully recognizing the sovereign right of each State to regulate its telecommunication and having regard to the growing importance of telecommunication for the preservation of peace and the economic and social development of all States, the States Parties to this Constitution, as the basic instrument of the International Telecommunication Union, and to the Convention of the International Telecommunication Union (hereinafter referred to as "the Convention") which complements it, with the object of facilitating peaceful relations, international cooperation among peoples and economic and social development by means of efficient telecommunication services, have agreed as follows: [followed by the wording of the Constitution] In article 4, the Constitution lays down the instruments of the ITU as follows:

- Konstytucja i Konwencja ITU (ang. The Constitution and Convention of the International Telecommunication Union) jest umową międzynarodową podpisaną i ratyfikowaną przez niemal wszystkie państwa świata. Preambuła Konstytucji ITU ma następującą treść: Uznając w pełni suwerenne prawa każdego Państwa do regulowania swej telekomunikacji i mając na uwadze wzrastające znaczenie telekomunikacji dla zachowania pokoju oraz dla społecznego i gospodarczego rozwoju wszystkich Państw, Państwa strony niniejszej Konstytucji, podstawowego dokumentu Międzynarodowego Związku Telekomunikacyjnego i Konwencji Międzynarodowego Związku Telekomunikacyjnego (określanej poniżej jako Konwencja), która ją uzupełnia, w celu ułatwienia pokojowych stosunków, międzynarodowej współpracy między narodami, jak również rozwoju gospodarczego oraz społecznego poprzez prawidłowe funkcjonowanie telekomunikacji uzgodniły, co następuje: (po czym następuje właściwa treść Konstytucji) Art. 4 Konstytucji ITU określa Dokumenty Związku, którymi są:
* Konstytucja ITU
* Konwencja ITU
* Regulaminy Administracyjne ITU. Oznacza to, że dodatkowym uzupełnieniem Konstytucji i Konwencji ITU są dwa Regulaminy Administracyjne ITU:

* Regulamin Radiokomunikacyjny (RR). Konstytucję i Konwencję spisano w językach angielskim, arabskim, chińskim, francuskim, hiszpańskim i rosyjskim.
