Born in Woodbury, Kentucky, Bloch graduated from the United States Naval Academy in 1899. He commanded USS Plattsburg during World War I. He served as the Commander-in-Chief, United States Fleet from 1938 to 6 January 1940. He commanded the local Naval District at Pearl Harbor at the time of the attack. He retired in 1945 and died in Washington, D.C. Admiral Bloch is buried in Arlington National Cemetery. (en)

Il dirigea le Plattsburg pendant la Première Guerre mondiale. Il fut ensuite commandant en chef de l'United States Fleet entre 1938 et le 6 janvier 1940. Il fut responsable du district naval de Pearl Harbor à Hawaii durant l'attaque japonaise du 7 décembre 1941. Il prit sa retraite en 1945 et mourut à Washington D.C..
