- The use of free software instead of proprietary software can give institutions better control over information technology. A growing number of public institutions have started a transition to free-software solutions. This grants independence and can also address the often-argued need for public access to publicly funded developments. This is the only way that public services can ensure that citizen data is handled in a trustworthy manner since non-free software doesn't allow total control (or even knowledge) over the employed functions of the needed programs. - Open-Source-Software (kurz: OSS) und Freie Software, häufig mit Linux als Kernbestandteil, wird als Alternative für proprietäre Software auf Computern in öffentlichen Einrichtungen eingesetzt. Innerhalb Deutschlands größere Medienpräsenz zu dieser Entwicklung erzielte die Großstadt München, die seit 2003 wesentliche Bereiche ihrer EDV auf freie Software umrüstete, nach einem Stadtratsbeschluss 2017 dieses Vorhaben jedoch wieder aufgab (siehe LiMux). Auch kleinere Kommunen (wie Schwäbisch Hall) oder Behörden wie Gerichte oder die US-Armee stellten größere Teile ihrer IT-Infrastruktur auf OSS um. Laut einer Umfrage der Universität Maastricht von 2005 arbeiteten 49 % aller öffentlichen Verwaltungen in Europa mit freier Software. Allerdings meist in kleinerem Umfang und teilweise, ohne sich darüber im Klaren zu sein. (de)

- Nos últimos anos a questão do software livre nos governos tem sido um tema de destaque, tanto na adoção quanto no incentivo e divulgação do software livre. Diversos governos tem adotado leis e medidas favoráveis ao software livre e dentre eles, alguns de destaque são: Brasil, Alemanha, França e Espanha. Este artigo apresenta informações sobre o estado do software livre, alguns dados históricos e uma perspectiva de uso e de investimentos até o ano de 2020. Para tanto, são considerados relatórios de empresas de consultoria contratadas por governos e documentos governamentais. (pt)
