- Abel Matutes y Juan (born 31 October 1941) is a Spanish politician who served as Spain's Minister of Foreign Affairs from 6 May 1996 to 2000. Matutes was born in Ibiza on 31 October 1941 and his early political life was in that region. He was in 1970 and 1971 and became Senator for Ibiza and Formentera in 1977. In 1982 Matutes left the Senate and became a member of the Congress of Deputies the lower house of the Spanish Parliament, representing the Balearic Islands until 1985. In 1986, Matutes became a member of the Commission of the European Community (the Delors Commission), where he was in charge of the departments of Credit and Investment, Financial Engineering and Policy for Small and Medium Enterprises, North–South relations, Mediterranean Policy, and Relations with Latin America and Asia. In 1993 his brief changed to Transportation, Energy and the Supply Agency for Euratom. He was a member of the European Parliament and spokesman for the Partido Popular at the European Parliament from 1994 onwards. As a Founder Chairman of the Balaerics' "Unió Liberal" Party. He was also deputy chairman of Alianza Popular and is currently a member of the Executive Committee of the Partido Popular. Outside politics Matutes is married and a father of four children. He holds a degree in Law and Economics and has been a professor of Public Finance, and is also a member of the . He is Emeritus professor at the University of Santiago de Chile and of the Complutense University of Madrid a member of the Honor Committee of the Royal Institute of European Studies, an honorary member of the Filipino Academy of Spanish Language. As a business man, he has been involved in tourism, aviation, biotechnology and banking companies, and is Deputy chairman of the Ibiza and Formentera Tourism Employers Organisation. (en)

- Abel Matutes Juan (né le 31 octobre 1941 à Ibiza), est un homme d'affaires et ancien homme politique espagnol membre du Parti populaire (PP). Il fut l'un des deux premiers commissaires européens espagnols après l'adhésion du pays à la CEE en 1985. Il a tout d'abord été responsable du portefeuille du Crédit et de l'Investissement jusqu'en 1989, avant de s'occuper pendant quatre ans de celui de la Politique méditerranéenne, puis d'être chargé des Transports et de l'Énergie. Élu député européen en 1994, peu après avoir démissionné de la Commission européenne, il offre la première victoire électorale nationale à son parti, et est nommé en 1996 au poste de ministre des Affaires étrangères par José María Aznar. Pendant son mandat, il effectue un voyage à Cuba et soutient la candidature de Romano Prodi à la présidence de la Commission européenne contre Javier Solana. Matutes heeft rechten en economie gestudeerd en is ook nog hoogleraar openbare financiën geweest. Zijn politieke carrière begon met het burgemeesterschap van zijn geboorteplaats Ibiza in 1970, in de tijd dat Spanje nog geen democratie was. Bij de eerste vrije verkiezingen die plaatsvonden na de dood van Franco werd hij gekozen in de Spaanse senaat. Vijf jaar later, in 1982 werd hij gekozen voor het nationale parlement. Aangezien de Spaanse democratie toen nog erg jong was, was hij een van de weinige politici met veel bestuurlijke ervaring die niet al te zeer beschadigd waren door hun Franquistisch verleden. Hij kwam dan ook als eerste in aanmerking om zitting te nemen in de Europese Commissie onder leiding van Jacques Delors toen Spanje in 1986 lid werd van de Europese Unie. Hier heeft hij tien jaar in gezeten, de eerste twee termijnen als commissaris Mediterrane Zaken en de derde termijn als commissaris Energiezaken (commissie-Delors I, commissie-Delors II, commissie-Delors III). Voor zijn partij, de conservatieve Partido Popular heeft hij ook nog een korte tijd in het Europees Parlement gezeten. In 1996 werd hij door de winnaar van de parlementsverkiezingen Aznar, gevraagd om minister van Buitenlandse Zaken te worden. Vanwege zijn geringe postuur, zachte stem en zachtaardige karakter, was hij vaak het middelpunt in Spaanse satire-programma’s en cartoons. Na vier jaar won de Partido Popular zetels en haalde het zelfs een absolute meerderheid, maar Matutes keerde niet terug als minister en werd opgevolgd door . Op zijn geboorte-eiland Ibiza is Matutes nog altijd bijzonder invloedrijk. Hij is ook ondernemer en eigenaar van een aantal hotels, bouwbedrijven en grote discotheken, waaronder 'Privilege' dat bij de opening de grootste discotheek ter wereld was.
