Senador de la República Dominicana y actual Presidente del Senado de la República Dominicana. Fungió como Secretario de Estado en la Secretaría de Estado de Obras Públicas y Comunicaciones de la República Dominicana (1991-1994); Senador por la provincia de Santiago de los Caballeros (1994-1998) y actualmente en el periodo (2020-2024). Reconocido por su honestidad y rectitud durante su gestión eficiente ante empleados, contratistas y la opinión pública. Se afilió como miembro del Partido Reformista Social Cristiano de donde fue primer candidato a la presidencia, tras la muerte de su líder político, Joaquín Balaguer en julio de 2002; electo en marzo de 2003. En el año 2007 renuncia de dicha organización para construir una nueva alternativa gubernamental formando el Partido Dominicanos por el Cambio, siendo presidente y miembro fundador. He was the first presidential candidate of the Social Christian Reformist Party after the death of its leader, Dr. Joaquín Balaguer, after being elected in March 2003 as a presidential candidate of that organization. In 2007 he resigned from that organization to build a new party, since Social Christian Reformist Party was attached to the former government of Dominican Liberation Party and what he firmly opposed during the years, thus forming the Dominicans for Change Party, which controlled the presidency from 2004 to 2020. In August 2020, the current ruling government of the Modern Revolutionary Party (PRM) agreed to choose Estrella as Dominican Republic Senate President.
