El 27 de julio de 2019 fue elegido como Presidente del Congreso de la República. Durante su gestión, el Gobierno dispuso la disolución del Congreso, ocurrida el 30 de septiembre de 2019. Olaechea, como titular del Legislativo, continuó presidiendo la Mesa Directiva y la Comisión Permanente del Parlamento hasta el 16 de marzo de 2020. Fue elegido como congresista de la república en representación de Lima por el partido Peruanos Por el Kambio. Olaechea had served in Congress from 2016 to 2019, elected for the Peruvians for Change, representing the constituency of Lima. During the presidency of Pedro Pablo Kuczynski from 2017 to 2018, he served as Minister of Production. In the aftermath of the 2019 Peruvian constitutional crisis (and in his position of last President of Congress), Olaechea served as President of the Congressional Permanent Assembly until 16 March 2020, the date in which the Congress-elect was sworn in.
