The First Ministry of Manmohan Singh was the first Union Council of Ministers of India under the Prime Ministership of Dr. Manmohan Singh. It was formed after the 2004 Indian general election held in four phases during 20 April - 10 May 2004, to elect the 14th Lok Sabha, and it functioned from 2004 to May 2009. After the election Singh took the oath as the Prime Minister of India on 22 May 2004, and continued to hold the post till full term, the next Council of Ministers of the Republic of India was sworn in on 22 May 2009, when Singh started his second term in office as PM.

Singh stellte daraufhin ein Koalitionskabinett zusammen, in dem neben der Kongresspartei (INC) Vertreter der folgenden politischen Parteien vertreten waren: Rashtriya Janata Dal (RJD), Dravida Munnetra Kazhagam (DMK), Nationalist Congress Party (NCP), Pattali Makkal Katchi (PMK), Telangana Rashtra Samithi (TRS), Lok Janshakti Party (LJP), Jharkhand Mukti Morcha (JMM) und Indian Union Muslim League (IUML). Im Folgenden ist die Zusammensetzung des Kabinetts bei Erstvorstellung aufgelistet. Das Kabinett umfasste zusammen mit dem Premierminister 68 Personen. Darunter befanden sich 28 Kabinettsminister und 39 Staatsminister (10 davon mit eigenem Aufgabenbereich, with independent charge).
