Der Kaiser stützte die Macht des Sultans im labilen Osmanischen Reich seit der Balkankrise, bemühte sich um eine politische Stärkung des Christentums, vor allem der evangelischen Kirche, und ermutigte die deutschen christlichen und jüdischen Siedler, ohne sich politisch für sie einsetzen zu wollen. Wilhelm II's voyage to the Levant in 1898 was a state visit that the German Emperor undertook in the Ottoman Empire between 25 October and 12 November 1898.
