Von 1996 bis 2014 war er Abgeordneter im Shūgiin, dem nationalen Unterhaus, für den 3. Wahlkreis Tochigi. Er ist heute national parteilos und führt die Sangiin-Fraktion Minna no Tō; außerdem gründete er für die einheitlichen Präfektur- und Kommunalwahlen 2019 eine gleichnamige Regionalpartei. Von 2009 bis 2014 war er Vorsitzender der nationalen Minna no Tō („Partei aller“), von 2016 bis 2017 gehörte er der Nippon Ishin no Kai an.
