- قرار مجلس الأمن التابع للأمم المتحدة رقم 818، الذي اتخذ بالإجماع في 14 نيسان / أبريل 1993، بعد إعادة تأكيد القرارين 782 (1992) و 797 (1992) بشأن الحالة في موزمبيق، حيث أكد المجلس قلق بشأن التأخيرات والصعوبات التي تؤثر على تنفيذ عملية السلام المتوخاة من اتفاقيات روما العامة للسلام خلال الحرب الأهلية الموزمبيقية. ودعا القرار حكومة موزمبيق وحركة رينامو إلى التعاون مع الأمين العام بطرس بطرس غالي والممثل الخاص أثناء تنفيذ ولاية عملية الأمم المتحدة في موزامبيق، وحث كذلك كلاهما على الامتثال بالالتزامات التي تعهدوا بها في اتفاقيات السلام، خاصة فيما يتعلق بتركيز وتجميع وتسريح قواتهم المسلحة وتشكيل قوات مسلحة جديدة. وفي هذا الصدد، دعا إلى تدريب قوة الدفاع الموزمبيقية الجديدة في أقرب وقت ممكن. وفي خطاب آخر للطرفين، رحب القرار بإعلان كليهما عقد اجتماع في أقرب وقت ممكن بين رئيس موزامبيق ورئيس رينامو، وفي الوقت نفسه ناشد رينامو ضمان عمل اللجان المشتركة وآليات الرصد دون انقطاع. وعلى الطرفين احترام وقف إطلاق النار والسماح بحرية الحركة والبضائع. كما دعا إلى حرية حركة عملية الأمم المتحدة في موزامبيق، ورحب باعتزام الأمين العام نشر قوة حفظ السلام، وشدد على أهمية التوقيع المبكر على اتفاق مركز القوات بين حكومة موزامبيق والأمم المتحدة لتيسير حرية وكفاءة والتشغيل الفعال لعملية ONUMOZ في البلاد. تم التوقيع على الاتفاقية في 14 مايو 1993. واختتم المجلس بالترحيب بجهود الدول الأعضاء في موزامبيق وطلب إلى الأمين العام أن يقدم، بحلول 30 حزيران / يونيو 1993، تقريرا عن الحالة في البلد، بما في ذلك الأعمال التحضيرية للانتخابات وتسريح القوات الموزامبيقية. - La Resolució 818 del Consell de Seguretat de les Nacions Unides, aprovada el 14 d'abril de 1993 després de reafirmar les resolucions 782 (1992) i 797 (1992) sobre la situació a Moçambic, el Consell va destacar la seva preocupació pels retards i dificultats que obstaculitzaren l'aplicació del procés de pau que preveuen els Acords de pau de Roma després de la Guerra Civil de Moçambic. La resolució va demanar al Govern de Moçambic i a RENAMO cooperar amb el secretari general Boutros Boutros-Ghali i el representant especial durant l'execució del mandat de l'Operació de les Nacions Unides a Moçambic (ONUMOZ), i també va instar ambdós a complir amb els compromisos adquirits en els Acords de Pau, en particular en relació amb la concentració, reunió i de llurs tropes i la formació d'unes noves forces armades. En aquest sentit, va cridar a la formació de la nova Força de Defensa de Moçambic tan aviat com sigui possible. També va demanar llibertat de moviment a la ONUMOZ, va donar la benvinguda a la intenció del Secretari General de desplegar la força de i va destacar la importància de la ràpida signatura de l'estatut de les forces acordat entre el Govern de Moçambic i de les Nacions Unides per a facilitar l'operació lliure, eficient i eficaç de l'ONUMOZ al país. L'acord va ser signat el 14 de maig de 1993. - United Nations Security Council resolution 818, adopted unanimously on 14 April 1993, after reaffirming resolutions 782 (1992) and 797 (1992) on the situation in Mozambique, the Council stressed its concern regarding the delays and difficulties affecting the implementation of the peace process envisaged in the Rome General Peace Accords during the Mozambican Civil War. The resolution called upon the Government of Mozambique and RENAMO to co-operate with the Secretary-General Boutros Boutros-Ghali and the Special Representative during the implementation of the mandate of the United Nations Operation in Mozambique (ONUMOZ), and further urged both to comply with the commitments they entered into with the Peace Accords, particularly in relation to the concentration, assembly and demobilisation of their armed troops and the formation of a new armed forces. In this respect, it called for the training of the new Mozambican Defence Force as soon as possible. Further addressing the two parties, the resolution welcomed the announcement of both to convene as soon as possible a meeting between the President of Mozambique and the President of RENAMO and at the same time appealed to RENAMO to ensure uninterrupted functioning of the joint Commissions and monitoring mechanisms and for both parties to respect the ceasefire and allow freedom of movement and goods. It also called for the freedom of movement of ONUMOZ, welcomed the Secretary-General's intention to deploy the peacekeeping force and stressed the importance of the early signature of the status of forces agreement between the Government of Mozambique and the United Nations to facilitate free, efficient and effective operation of ONUMOZ in the country. The agreement was signed on 14 May 1993. The Council concluded by welcoming the efforts of Member States in Mozambique and requested the Secretary-General to submit, by 30 June 1993, a report on the situation in the country, including preparations for the elections and the demobilisation of Mozambican forces.
