- La Resolució 1312 del Consell de Seguretat de les Nacions Unides fou adoptada per unanimitat el 31 de juliol de 2000. Després de reafirmar les resolucions 1298 (1999) sobre la situació entre Eritrea i Etiòpia i 1308 (2000), el Consell va establir la Missió de les Nacions Unides a Etiòpia i a Eritrea (UNMEE) en previsió d'una operació de sotmesa a futura autorització. El Consell de Seguretat va elogiar l'Organització de la Unitat Africana (OUA) per facilitar un acord reeixit sobre el cessament d'hostilitats entre Etiòpia i Eritrea. Tots dos països havien demanat assistència de les Nacions Unides per implementar l'Acord de cessament d'hostilitats i el secretari general de les Nacions Unides va enviar un equip de reconeixement i enllaç a la regió. L'embargament d'armes imposat a la Resolució 1298 no s'aplicaria a armes i material per l'ús en desminatge. La resolució també va destacar la importància de la demarcació de la frontera entre Eritrea i Etiòpia d'acord amb l'Acord de Cessament d'Hostilitats i l'Acord Marc de l'Organització de la Unitat Africana. - قرار مجلس الأمن التابع للأمم المتحدة رقم 1312، المتخذ بالإجماع في 31 تموز / يوليو 2000، بعد إعادة تأكيد القرارين 1298 (1999) بشأن الحالة بين إثيوبيا وإريتريا، و 1308 (2000)، أنشأ المجلس بعثة الأمم المتحدة في إثيوبيا وإريتريا. وأشاد مجلس الأمن بمنظمة الوحدة الإفريقية لتسهيلها التوصل إلى اتفاق ناجح بشأن وقف الأعمال العدائية بين إثيوبيا وإريتريا. وقد طلب كلا البلدين مساعدة الأمم المتحدة في تنفيذ اتفاق وقف الأعمال العدائية، وكان على الأمين العام أن يرسل فريق استطلاع واتصال إلى المنطقة. ثم أنشأ القرار بعثة الأمم المتحدة في إثيوبيا وإريتريا التي تتألف من ما يصل إلى 100 مراقب عسكري وموظفي دعم لفترة أولية حتى 31 كانون الثاني / يناير 2001 تحسباً لبعثة حفظ سلام مستقبلية بموجب الولاية التالية: (أ) إقامة اتصالات مع الأطراف والمحافظة عليها؛(ب) زيارة المقرات العسكرية والوحدات التابعة للأحزاب؛(ج) مراقبة وقف الأعمال العدائية؛(د) التحضير لإنشاء لجنة التنسيق العسكرية؛(هـ) المساعدة في الخطط الخاصة بعملية حفظ السلام في المستقبل. ودُعيت الأطراف إلى تزويد بعثة الأمم المتحدة في إثيوبيا وإريتريا بإمكانية الوصول والمساعدة والحماية، وتيسير نشر خبراء الإجراءات المتعلقة بالألغام. لن ينطبق حظر الأسلحة المفروض في القرار 1298 على الأسلحة والمواد التي يتم استخدامها في أعمال المناجم. وشدد القرار أيضا على أهمية ترسيم الحدود بين إريتريا وإثيوبيا وفقا لاتفاق وقف الأعمال العدائية والاتفاقية الإطارية لمنظمة الوحدة الأفريقية. وأثنى أيضا على أمانتي الأمم المتحدة ومنظمة الوحدة الأفريقية لمناقشة تنفيذ الاتفاقات. وأخيراً، طُلب من الأمين العام كوفي عنان مواصلة الاستعدادات لبعثة حفظ سلام مستقبلية وتقديم تقارير دورية إلى المجلس. - United Nations Security Council resolution 1312, adopted unanimously on 31 July 2000, after reaffirming resolutions 1298 (1999) on the situation between Eritrea and Ethiopia, and 1308 (2000), the council established the United Nations Mission in Ethiopia and Eritrea (UNMEE) in anticipation of a peacekeeping operation subject to future authorisation. The security council praised the Organisation of African Unity (OAU) for facilitating a successful agreement on the cessation of hostilities between Ethiopia and Eritrea. Both countries had asked for United Nations assistance to implement the Cessation of Hostilities Agreement and the Secretary-General was to dispatch a reconnaissance and liaison team to the region. The resolution then established UNMEE consisting of up to 100 military observers and support staff for an initial period until 31 January 2001 in anticipation of a future peacekeeping mission under the following mandate: (a) establish and maintain contact with the parties;(b) visit the military headquarters and units of the parties;(c) monitor the cessation of hostilities;(d) prepare for the establishment of the Military Coordination Commission;(e) assist in plans for a future peacekeeping operation. The parties were called upon to provide UNMEE with access, assistance and protection, and to facilitate the deployment of mine action experts. An arms embargo imposed in Resolution 1298 would not apply to weapons and materiel for use by the mine service. The resolution also stressed the importance of the demarcation of the border between Eritrea and Ethiopia in accordance with the Cessation of Hostilities Agreement and the Framework Agreement of the Organisation of African Unity. It also commended the Secretariats of the United Nations and OAU for discussing the implementation of the agreements. Finally, the Secretary-General Kofi Annan was requested to continue preparations for a future peacekeeping mission and provide periodic reports to the council. (en)
