- قرار مجلس الأمن التابع للأمم المتحدة رقم 1246 اتخذ بالإجماع في 11 يونيو 1999م، بعد التذكير بالقرارات السابقة بشأن تيمور الشرقية (تيمور - ليشتي)، ولا سيما القرار 1236 (1999)، أنشأ المجلس بعثة الأمم المتحدة في تيمور الشرقية لتنظيم وإجراء استفتاء الحكم الذاتي الخاص في تيمور الشرقية بشأن الوضع المستقبلي لتيمور الشرقية، المقرر عقده في أغسطس 1999. أشار مجلس الأمن إلى الاتفاقات المبرمة بين إندونيسيا والبرتغال بشأن الاستفتاء في تيمور الشرقية. ولاحظت بقلق الحالة «المتوترة والمتقلبة» التي وصفها الأمين العام كوفي عنان في تقريره، وضرورة المصالحة بين الفصائل المتنافسة في الإقليم. ثم أذن المجلس بإنشاء بعثة الأمم المتحدة في تيمور الشرقية حتى 31 أغسطس 1999 لتنظيم وإجراء استفتاء بشأن ما إذا كان شعب تيمور الشرقية قد قبل مقترح الحكم الذاتي داخل إندونيسيا أو رفض الخيار الذي كان من شأنه أن يؤدي إلى استقلال الإقليم. ستتكون بعثة الأمم المتحدة في تيمور الشرقية من 280 شرطيًا لتقديم المشورة للشرطة الوطنية الإندونيسية و50 ضابط اتصال عسكري للحفاظ على الاتصال مع القوات المسلحة الوطنية الإندونيسية. وستتألف أيضا من عنصر سياسي مسؤول عن رصد الحريات السياسية وعنصر انتخابي مسؤول عن التصويت والتسجيل وعنصر معلومات مسؤول عن شرح شروط الاستفتاء لشعب تيمور الشرقية. بالإضافة إلى ذلك كان من المقرر أن ترسل حكومتا إندونيسيا والبرتغال مراقبين إلى المنطقة. حث المجلس إندونيسيا على إبرام اتفاق بشأن مركز القوات مع الأمم المتحدة، دعا جميع الأطراف إلى تعاون بعثة الأمم المتحدة في تيمور الشرقية، وشدد على مسؤولية إندونيسيا عن توفير الأمن طوال العملية. كما أدانت جميع أعمال العنف وطالبت بخطوات نحو نزع السلاح. وطُلب إلى الأمين العام أن يقدم تقريرا كل 14 يوما عن تنفيذ القرار الحالي. - La Resolució 1246 del Consell de Seguretat de les Nacions Unides fou adoptada per unanimitat l'11 de juny de 1999. Després de recordar les resolucions anteriors sobre Timor Oriental (Timor Leste), en particular la resolució 1236 (1999) el Consell va establir la Missió de les Nacions Unides a Timor Oriental (UNAMET) per organitzar i dirigir el sobre el futur estatut de Timor Oriental, programat per a l'agost de 1999. El Consell de Seguretat va recordar els acords entre Indonèsia i Portugal sobre un referèndum a Timor Oriental. Va assenyalar amb preocupació la situació "tensa i volàtil" descrita pel secretari general Kofi Annan en el seu informe, i la necessitat de reconciliació entre faccions competidores en el territori. - Resolusi 1246 Dewan Keamanan PBB ditetapkan pada 11 Juni 1999 dengan suara bulat yang memperhatikan Resolusi 1236 Dewan Keamanan PBB, kesepakatan antara Indonesia dengan Portugal pada 5 Mei 1999 dan kesepakatan antara PBB, Pemerintah Indonesia dan Pemerintah Portugal pada hari yang sama atas prosedur untuk referendum di Timor Timur (S/1999/513, lampiran I-III). Kemudian Dewan membentuk Utusan PBB di Timor Timur yang disingkat UNAMET (United Nations Mission in East Timor) untuk mengatur dan melakukan Referendum otonomi khusus untuk Timor Timur mengenai status dan masa depan Timor Timur yang dimulai pada Agustus 1999. Dewan memperingati Indonesia dan Portugal pada referendum di Timor Timur. Dalam sebuah laporannya, Kofi Annan, Sekretaris Jenderal PBB menyampaikan keprihatiannya pada situasi tegang dan selalu berubah, dan mengatakan juga keperluan rekonsiliasi antara faksi-faksi yang memperebutkan wilayah tersebut. Dewan kemudian secara resmi membentuk UNAMET sampai tanggal 31 Agustus 1999 untuk mengatur dan melakukan referendum, apakah rakyat Timor Timur menerima proposal untuk tetap bergabung dengan Indonesia atau menyatakan kemerdekaannya. - United Nations Security Council resolution 1246, adopted unanimously on 11 June 1999, after recalling previous resolutions on East Timor (Timor Leste), particularly Resolution 1236 (1999), the council established the United Nations Mission in East Timor (UNAMET) to organise and conduct the East Timor Special Autonomy Referendum on the future status of East Timor, scheduled for August 1999. The security council recalled the agreements between Indonesia and Portugal on a referendum in East Timor. It noted with concern at the "tense and volatile" situation described by the Secretary-General Kofi Annan in his report, and the need for reconciliation between competing factions in the territory. The council then authorised the establishment of UNAMET until 31 August 1999 to organise and conduct a referendum on whether the East Timorese people accepted a proposal for autonomy within Indonesia or rejected the option which would have led to the independence of the territory. UNAMET would consist of 280 police to advise the Indonesian National Police and 50 military liaison officers to maintain contact with the Indonesian National Armed Forces. It would also consist of a political component responsible for monitoring political freedoms, an electoral component responsible for voting and registration and an information component responsible for explaining the terms of the referendum to the East Timorese people. Additionally, the governments of Indonesia and Portugal were to send observers to the region. The council urged Indonesia to conclude a Status of Forces Agreement with the United Nations; called upon all parties to co-operate UNAMET; and stressed the responsibility of Indonesia to provide security throughout the process. It also condemned all violence and called for steps towards demilitarisation. The Secretary-General was requested to report every 14 days on the implementation of the current resolution. (en)
