These installations and other defense property were not named during Reconstruction after the Civil War, but in the early to mid-20th century at the height of the Jim Crow era in order to court support from southerners for the military installations. The creation of the Commission was one of the reasons that President Donald Trump vetoed the NDAA, resulting in the only veto override of his presidency.
