- الحاجة الملحة للعمل في قّطّاع واضحة، باعتبار 206 مليون نسمة في العالم لا تصلهم خدمات الصرف الصحي، و2.2 مليون حالة وفاة سنوية(أغلبهم أطفال أقل من 5) بسبب أمراض متعلقة بالصرف الصحي والظروف الصحية السيئة.الأمم المتحدة في مؤتمر الألفية الجديدة في نيويورك عام2000 والقمة العالمية لدعم التنمية والتطوير في جوهانسبرغ عام 2002، قدم تسلسلة من المرامي الإنمائية للألفية للقضاء على الفقر وتحسين الصرف الصحي، أما الهدف الأساسي لتوفير إمدادات المياه وخدمات الصرف الصرف الصحي هو خفض نسبة السكّان الذين لا يحصلون على مياه الشرب ومرافق الصرف الصحي الملائمة بحلول عام 2015.برنامج الرصد المشترك (Joint Monitor Program)JMP رقم 99 من منظمة الصحة العالمية اليونسيف صرح عام 2004 أن عدد الأشخاص الذين يفتقرون إلى خدمات الصرف الصحي ارتفع من 2.1 مليار في 2001 إلى 2.6 مليار في 2004.عندما صدر تقرير التنمية البشرية لبرنامج الرصد المشترك ولبرنامج الأمم المتحدة الإنمائي في 2006 أظهر أن التقدم المحرز للوصول إلى الهدف المتعلق بتحسين الصرف الصحي بطيء جداً، مع وجود فجوة هائلة بين التغطية المطلوبة والموجودة في الواقع، لاسيما في صحراء جنوب أفريقيا وأجزاء من آسيا، الذي يمكن النظر إليه من خلال خريطة تظهر الأحجام النسبية لكل بلد وأماكن بناء النشآت الضرورية لتحسين الصرف الصحي مع حلول عام 2015.وثمة مسألة رئيسية هي حقيقة ان الصرف الصحي نادراً ما يحصل على اهتمام سياسي بالمقارنة مع المواضيع الأخرى التي توليها اهتماماً بالإضافة للأهداف الإنمائية الأخرى.فقد كان الصرف الصحي مفتقداص في صدارة جدول أعمال التنمية الدولية، ودفع هذا الصرف الصحي إلى ظلال مشاريع موارد المياه على سبيل المثال، وابتكار محدود في هذا المجال.وهناك خريطة أيضاً تظهر المناطق التي تحتاج إلى تطوير الصرف الصحي وعدد المنشآت المطلوب بناؤها حتى عام 2015. - Sustainable sanitation is a sanitation system designed to meet certain criteria and to work well over the long-term. Sustainable sanitation systems consider the entire "sanitation value chain", from the experience of the user, excreta and wastewater collection methods, transportation or conveyance of waste, treatment, and reuse or disposal. The Sustainable Sanitation Alliance (SuSanA) includes five features (or criteria) in its definition of "sustainable sanitation": Systems need to be economically and socially acceptable, technically and institutionally appropriate and protect the environment and natural resources. The purpose of sustainable sanitation is the same as sanitation in general: to protect human health. However, "sustainable sanitation" attends to all processes of the system: This includes methods of collecting, transporting, treating and the disposal (or reuse) of waste. Increasingly, sustainable sanitation also involves the consideration of climate change related impacts on sanitation infrastructure and behaviour and the resilience of technologies and communities. - O Saneamento sustentável é um tipo de saneamento com preocupações ao nível da sustentabilidade nas suas diversas dimensões. De acordo com a rede de organisações "", um sistema de saneamento sustentável deve satisfazer os seguintes cinco critérios: 1) ser economicamente viável; 2) socialmente aceitável; 3) tecnicamente apropriado; 4) institucionalmente adequado; e 5) deve ainda proteger o meio ambiente e os recursos naturais. O objectivo do saneamento sustentável, tal como do saneamento de uma forma geral, é proteger e promover a saúde humana, fornecendo um ambiente limpo que reduz a transmissão de doenças, nomeadamente através da rota fecal-oral. O saneamento sustentável, definido desta forma, pode ou não considerar a reutilização do excreta. Esta abordagem ao saneamento pressupõe que se considere toda a cadeia de valor do saneamento em vez de incluir apenas a componente de recolha, isto é, a latrina/sanita. A experiência para o utilizador, bem como os métodos de recolha, transporte, tratamento, e reutilização ou disposição final dos resíduos de saneamento devem também ser devidamente acautelados. (pt)
