Raymond E. Jacobs (January 24, 1926 – January 29, 2008) was an American and United States Marine Corps sergeant who served in combat during World War II. Jacobs was a member of the combat patrol that climbed up to the top of Mount Suribachi during the Battle of Iwo Jima and raised the first U.S. Flag on February 23, 1945. Afterwards, he was a news reporter and had served during the Korean War as an instructor at Camp Pendleton, California.

Według pułk. Walta Forda, wydawcy magazynu ”Leatherneck”, inne zdjęcia z rolki filmowej wskazują niezbicie, iż radiotelegrafistą przedstawionym na zdjęciu jest Raymond Jacobs. Zdania na temat tego czy Jacobs rzeczywiście był jednym z bohaterów zdjęcia czy nie są podzielone. Po zakończeniu działań wojennych został zdemobilizowany w 1946 r. Ponownie został wcielony do wojska w czasie wojny koreańskiej w 1951 r. Przez kolejnych 30 lat pracował jako reporter, prowadzący i szef informacji w telewizji KTVU-TV w Oakland.
