- Ο μουτεσελίμης ήταν οθωμανικός κυβερνητικός τίτλος που καταλάμβανε διάφορες θέσεις εντός της οθωμανικής ιεραρχίας, ανάλογα με το πλαίσιο. Ο συγκεκριμένος τίτλος χρησιμοποιήθηκε κυρίως για πολιτικούς διοικητές μεμονωμένων πόλεων, οι οποίοι διαχειρίζονταν τη συλλογή φόρων και ήταν επιφορτισμένοι με τη διατήρηση της δημόσιας τάξης. Προκειμένου να μειωθούν οι συγκρούσεις μεταξύ των μουτεσελίμηδων, σε ορισμένες περιπτώσεις ένας μουτεσελίμης διοριζόταν από τον σαντζάκμπεη ως υποκυβερνήτης για το σύνολο του σαντζακίου. Η θέση αυτή συχνά συνδέθηκε με συγκρούσεις μεταξύ διαφόρων πλευρών που τη θεωρούσαν ως δυνατότητα αύξησης του προσωπικού τους πλούτου. Η Οθωμανική Αυτοκρατορία κατάργησε τη θέση του μουτεσελίμη το 1842. Κατά την περίοδο 1842–1864, οι τοπικοί στρατιωτικοί διοικητές, βοηθούμενοι από την τοπική διοίκηση, ήταν υπεύθυνοι για τη συλλογή των φόρων και τον έλεγχο του πληθυσμού, αντί των μουτεσελίμηδων. - Mütesellim or mutesellim was an Ottoman gubernatorial title used to describe mainly the head of a nahiye, but also other positions within the Ottoman hierarchy, depending on the context. Mostly this title was used for civil governors of individual towns, who managed tax collection and maintained public order. In order to reduce conflicts between mütesellims, in some cases one mütesellim was appointed by the sanjak-bey as lieutenant governor in charge for the whole sanjak. The Ottoman Empire abolished the position of mütesellim in 1842. This position was often connected with conflicts between various parties who saw it as possibility to increase their personal wealth. In the period between 1842 and 1864 local military governors assisted by local administration were in charge for tax collection and control of the population instead of mütesellims. After 1864 and the creation of the vilayet system, the office of mütesellim was replaced with new position of mutasarrıf. (en)

Questo titolo era per lo più usato per i governatori civili delle singole città, che gestivano la riscossione delle tasse e il mantenimento dell'ordine pubblico. Al fine di ridurre i conflitti tra mütesellim, in alcuni casi un mütesellim era nominato dal sanjak-bey come luogotenente governatore responsabile per l'intero sangiaccato. L'Impero ottomano abolì la posizione di mütesellim nel 1842. Questa posizione era spesso collegata a conflitti tra varie parti che la vedevano come una possibilità di aumentare la propria ricchezza personale. Nel periodo tra il 1842 e il 1864 i governatori militari locali, assistiti dall'amministrazione locale, vennero incaricati alla riscossione delle imposte e al controllo della popolazione al posto dei mütesellim.
