- Die Lords Commissioners sind Mitglieder des Privy Council, die vom britischen Monarchen ernannt werden, um in seinem Namen bestimmte Aufgaben im Zusammenhang mit dem Parlament auszuüben, die ansonsten die Anwesenheit des Monarchen im Palace of Westminster erfordern würden. Dazu gehören die Parlamentseröffnung und der Abschied, die Bestätigung des neugewählten Speakers of the House of Commons und die Gewährung der Royal Assent für Gesetze des Parlaments. Die Gesamtheit der Lords Commissioners wird als Royal Commission bezeichnet. Die Royal Commission besteht aus mindestens drei, gewöhnlich fünf Mitgliedern. Normalerweise gehört dem Gremium der Lordkanzler, der Erzbischof von Canterbury, die Führer der drei größten Parteien im House of Lords, der Convenor of the House of Lords Crossbenchers und seit 2007 der Lord Speaker an. Gelegentlich wird, wenn der normale Commissioner nicht verfügbar ist, ein Ersatzmann wie zum Beispiel der stellvertretende Parteiführer bestimmt. In der Neuzeit hat der Erzbischof von Canterbury an keiner der Sitzungen der Royal Commission teilgenommen. Daher wird sie gewöhnlich vom Lordkanzler als ranghöchstem Mitglied geleitet. Bei der Bestätigung der Speaker of the House of Commons John Bercow und Lindsay Hoyle 2009 und 2019 übten die Lordkanzler Jack Straw und Robert Buckland die Funktion persönlich aus und der Lordspeaker war nicht Lord Commissioner. Die Lords Commissioners betreten zu einer festgelegten Zeit das House of Lords und nehmen auf für sie bereitgestellten Plätzen vor dem königlichen Thron Platz. Das höchstrangige Mitglied bittet den Gentleman/Lady Usher of the Black Rod das House of Commons zu rufen. Die Vertreter des House of Commons kommen vor die Schranke im House of Lords, betreten die Kammer aber nicht und verneigen sich dreimal. Nach jeder Verbeugung nehmen die männlichen Lord Commissioner ihren Hut ab und die weiblichen neigen den Kopf. Der Reading Clerk of the House of Lords verliest dann die Monarch’s Commission, welche die Lords Commissioners dann bestätigen. Danach verneigen sich die Commons nochmal dreimal und gehen. (de)

L'ensemble des Lords Commissaires forme la Commission royale. Elle comprend au moins trois et, en général cinq, membres dont le Lord Chancelier. Les Lords Commissaires entrent dans la salle de la Chambre des Lords au moment prévu par le protocole et prennent place sur une structure spéciale installée temporairement pour la durée de la cérémonie. Le Lord Chancelier, le plus important des Lords Commissaires, ordonne alors à l'huissier de la verge noire de convoquer la Chambre des communes. En 2007, le Lord Chancelier étant un membre de la Chambre des communes, le Lord Président du Conseil a exercé cette fonction pour la fin de la session du Parlement le 30 octobre 2007. Toutefois, lors de la nomination en 2009 de John Bercow comme Président de la Chambre des Communes, le Lord Chancelier, Jack Straw, un député, a exercé cette fonction personnellement. Les membres de la Chambre des communes viennent alors à la porte de la Chambre des Lords, saluent trois fois, mais n'entrent pas dans la salle. Le Secrétaire de la Chambre des Lords lit la lettre du monarque qui nomme les Lords Commissaires. Lorsque la séance est terminée, les députés saluent à nouveau trois fois avant de partir.

- The Lords Commissioners are privy counsellors appointed by the monarch of the United Kingdom to exercise, on his or her behalf, certain functions relating to Parliament which would otherwise require the monarch's attendance at the Palace of Westminster. These include the opening and prorogation of Parliament, the confirmation of a newly elected speaker of the House of Commons and the granting of royal assent. The lords commissioners are collectively known as the Royal Commission. The Royal Commission includes at least three—and usually five—lords commissioners. In current practice, the lords commissioners usually include the lord chancellor, the archbishop of Canterbury (who is named but usually does not participate), the leaders of the three major parties in the House of Lords, the convenor of the House of Lords Crossbenchers and (since 2007) the lord speaker. Occasionally there are substitutions (such as deputy party leaders) if the normal commissioners are unavailable. The lord chancellor serves as the most senior lord commissioner after the archbishop of Canterbury, who in modern times never participates in the Commission. Traditionally the lord chancellor took part in the ceremony and presided over the Royal Commission. However, since the 2007 appointment of Jack Straw, a member of the House of Commons, as lord chancellor the person in that office does not participate in Royal Commissions, much like the archbishop of Canterbury. In this case, the leader of the House of Lords performs the duties of the lord chancellor, with the lord speaker of the House of Lords serving as a lord commissioner. Exceptions to this procedure were seen in 2009 and 2019, when royal approbation was declared to the elections of John Bercow and Lindsay Hoyle as Commons speaker. On these occasions the lord chancellor, respectively Jack Straw and Robert Buckland, performed this function personally and the lord speaker did not serve as a lord commissioner. The lords commissioners enter the chamber of the House of Lords at the appointed time, and take seats on a structure temporarily placed for the duration of the ceremony. The lord chancellor or leader of the House of Lords, as the most senior lord commissioner, commands the gentleman/lady usher of the Black Rod to summon the House of Commons. Representatives of the House of Commons arrive at the Bar of the House of Lords, and bow thrice, but do not actually enter the Lords Chamber. After each bow, male lords commissioners doff their hats to the members of Parliament while female lords commissioners bow their heads in return. The reading clerk of the House of Lords then reads the Monarch's Commission, which authorizes the lords commissioners.
