Gebaut nach einem Entwurf des Architekten Dietrich Bangert, wird es für Konzert- und Kulturveranstaltungen sowie für Kongresse und Tagungen genutzt. Unter dem Arbeitstitel „Kultur- und Tagungsstätte“ (KTS) war es bis zu seiner Eröffnung eines der am heftigsten umstrittenen Bauvorhaben in Freiburg seit Kriegsende.
