In 1999, Swiebel was elected to serve as a member of the European Parliament and served through 2004. Her focus was on human rights policy and she participated in discussions, introduced legislation, and wrote reports during her tenure regarding migration, women's rights, LGBT inclusion, and other issues. In 2006, she was one of the lead drafters of the Declaration of Montreal. Her written works have focused on policy and human rights implementation. In 2019, she was awarded the Jos Brink Oeuvre Prize for her lifetime of contributions to the LGBT community from the Dutch government. (en)

Joke Swiebel studeerde tot 1972 politicologie aan de Universiteit van Amsterdam en werd in 1968 gekozen tot voorzitter van de Federatie Studenten Werkgroepen Homoseksualiteit (FSWH). Vanaf 1977 werkte ze als beleidsadviseur op het gebied van emancipatie, mensenrechten en antidiscriminatie voor verschillende Ministeries. Ze leidde de Nederlandse delegatie naar de VN-commissie voor de positie van vrouwen (Commission on the Status of Women (CSW), 1988-1995). Van 1999 - 2004 was ze lid van het Europees Parlement in de fractie Partij van de Europese Sociaaldemocraten namens de Partij van de Arbeid en maakte ze zich sterk voor toezicht op de handhaving van de mensenrechten in de Europese Unie en voor het homohuwelijk en verdere emancipatie van homo's en lesbische vrouwen. Ze was lid van het hoofdbestuur van het COC in de periodes 1969-1971 en 1973-1975 en voorzitter van IHLIA LGBT heritage van 2008-2012. Op 21 januari 2019 sprak Joke Swiebel een speciale editie van de Mosse-lezing uit, ter herdenking van de eerste Nederlandse homodemonstratie die in 1969 op het Binnenhof plaatsvond en die mede door de FSWH georganiseerd was. In april 2019 werd ze genomineerd voor de Jos Brink Oeuvre Prijs en op 19 mei werd zij uit de drie genomineerden uitgekozen. (nl)
