Joseph Charles Benning (born December 7, 1956) is an American politician and a Republican member of the Vermont Senate representing Caledonia District since 2011. He served as the Senate's Minority leader from January 2013 to January 2017, when he was succeeded by Dustin Allard Degree. In late 2017, Degree resigned from the Senate, and Benning was again chosen by the Senate's Republicans to serve as Minority Leader.
