- Die Working Group on Internet Governance (WGIG) war eine internationale Expertengruppe zur Erläuterung der Sachfragen des Themas Internet Governance. Die WGIG bestand aus 40 Experten von Regierungen, der Privatwirtschaft und der Zivilgesellschaft, die gleichberechtigt unter der Leitung von (Sonderberater des UNO-Generalsekretärs zum WSIS) zusammenarbeiteten. Sie wurde 2004 auf Empfehlung des Weltgipfels für die Informationsgesellschaft, der zuerst im Dezember 2003 in Genf tagte, durch den Generalsekretär der Vereinten Nationen, Kofi Annan ins Leben gerufen und mit drei Aufgaben betreut, die in Empfehlungen an die Entscheidungsträger des Weltgipfels in Tunis 2005 münden sollten:
* 1. Erarbeitung einer Definition (englisch: „working definition“) von „Internet Governance“;
* 2. Erläuterung der verschiedenen Sachfragen von öffentlichem Interesse (englisch: „public policy issues“) mit Bezug zur Internet Governance, um die Problemlösung entsprechend fokussieren zu können
* 3. Entwicklung eines gemeinsamen Verständnisses über die unterschiedlichen Rollen und Verantwortungsbereiche der Regierungen, der existierenden internationalen Organisationen und Foren, sowie der Privatwirtschaft und der Zivilgesellschaft, sowohl in Entwicklungsländern als auch in Industrieländern. - The Working Group on Internet Governance (WGIG) was a United Nations multistakeholder Working group initiated after the 2003 World Summit on the Information Society (WSIS) first phase Summit in Geneva failed to agree on the future of Internet governance. The first phase of World Summit on the Information Society (WSIS) agreed to continue the dialogue on Internet Governance in the Declaration of Principles and Action Plan adopted on 12 December 2003, to prepare for a decision at the second phase of the WSIS in Tunis during November 2005. In this regard, the first phase of the Summit requested the United Nations Secretary-General to establish a Working Group on Internet Governance (WGIG). The main activity of the WGIG was "to investigate and make proposals for action, as appropriate, on the governance of Internet by 2005." The WGIG was asked to present the result of its work in a report "for consideration and appropriate action for the second phase of the WSIS in Tunis 2005." It was asked, inter alia, to deal with the following issues:
* Develop a working definition of Internet Governance;
* Identify the public policy issues that are relevant to Internet Governance;
* Develop a common understanding of the respective roles and responsibilities of governments, existing international organizations and other forums as well as the private sector and civil society from both developing and developed countries. A few weeks before the release of the WGIG Report the U.S. reiterated its claim of ICANN and stated that it wished to "maintain its historic role in authorizing changes or modifications to the authoritative root zone file". - O Grupo de Trabalho sobre Governança da Internet (GTGI) foi um grupo de trabalho da ONU formado depois da primeira fase da Cúpula Mundial sobre a Sociedade da Informação (CMSI), em 2003, para criar um acordo acerca do futuro da Governança da Internet. A primeira fase da CMSI concordou em continuar o diálogo sobre GI na Declaração de Princípios e no Plano de Ação adotados em 12 de Dezembro de 2003, para preparar uma decisão na segunda fase da CMSI, em Tunis, em Novembro de 2005. Dessa forma, a primeira fase da Cúpula requisitou ao Secretário-Geral das Nações Unidas a estabelecer um Grupo de Trabalho sobre Governança da Internet. O GTGI foi convidado a mostrar os resultados de seus trabalhos em um relatório "para consideração e ação apropriada" para a segunda fase da CMSI. A principal atividade do GTGI era investigar e apresentar propostas para ação sobre GI até 2005. Ao grupo foi solicitado, nomeadamente, a lidar com as seguintes questões: - Desenvolver uma definição de Governança da Internet; - Identificar as questões de política pública relevantes para a GI; - Desenvolver um entendimento comum dos respectivos papéis e responsabilidades dos governos, organizações internacionais existentes e outros fóruns, bem como o setor privado e a sociedade civil dos países desenvolvidos e dos países em desenvolvimento. Pouco tempo antes do lançamento do relatório do GTGI, os Estados Unidos reiteraram seu poder sobre a ICANN e declararam que desejavam manter seu papel histórico na autorização de mudanças ou modificações no arquivo da zona de raiz.
