- La orientfrisaj ĉefuloj aŭ tribestroj (altgermane plurale Häuptlinge, platgermane plurale hovetlinge / hovedlinge, frise haadlinge, nederlande hoofdelinge) regis en Orientfrislando dum la 14-a jarcento, post kiam la malnova, egaleca konstitucio el la tempo de la Frisa Libereco ne plu respektiĝis. Orientfrislando estis sub neniu centraligita regado, kontraste al preskaŭ la tuta feŭdisme regata resto de Eŭropo dum la mezepoko. De la 12-a kaj 13-a jarcentoj la "liberaj frisoj", kiel ili nomis sin, jam organiziĝis en kvazaŭ-kooperativaj komunumoj (altgermane Landesgemeinden), en kiu ĉiu membro havis egalajn rajtojn, almenaŭ en komenco. Tiu fundamenta egaleco aplikiĝis al ĉiuj posedantoj de farmbienoj en siaj respektivaj vilaĝoj kaj preĝejaj paroĥoj. La publikaj oficoj de la juĝistoj aŭ platgermane Redjeven ("konsildonantoj") estis ĉiujare nomumitaj per liberaj elektoj. Praktike tamen, pluraj nobeluloj (latine nobiles) elstaris inter la egaluloj: la publikajn oficojn ofte okupis la membroj de grandaj kaj riĉaj familioj.
