Raymond Pepperell, better known as East Bay Ray, is the lead guitarist for the well known West Coast punk band Dead Kennedys. Next to Jello Biafra's astute lyrics & unique vibrato-based vocal style, East Bay Ray's surf & jazz & styled punk guitar work was one of the defining factors of the music of the Dead Kennedys, and by extension, of the "second wave" of American punk.

Z pomocą Jello Biafra i Klausa Flouride'a podniósł porywistą grę na gitarze do rangi rzemiosła.W wywiadach East Bay Ray wymieniał grę Syda Barretta na pierwszym albumie Pink Floyd The Piper at the Gates of Dawn oraz muzyka towarzyszącego Elvisowi Presleyowi Scotty'ego Moore'a, jako te, które wywarły na niego ogromny wpływ. Muzyk zarzeka się, że muzyka surfingowa wpływała na niego bez jego świadomości, wzięło się to po prostu z tego, że dorastał w Kalifornii. Jego zamiłowanie do spaghetti westernów zostało udowodnione na 7-calowym singlu z 1984 "Trouble in Town"/"Poison Heart". Dopo la rottura della band nel 1986, smette di suonare hardcore punk, pur continuando a vivere nel mondo della musica, collaborando con gruppi che suonano generi molto diversi; tra l'altro, nel 1994, insieme a Flea dei Red Hot Chili Peppers, suona in un album di Cheika Rimitti, considerato il fondatore della Rai, una forma algeriana di musica pop. Nel 1996 fonda con Klaüs Flouride una band strumentale, i Jumbo Shrimp, pur continuando comunque a lavorare in studio non solo come musicista, ma anche come produttore, mixatore ed ingegnere di masterizzazione. Nel 1997 è lui a contattare Jello Biafra,cantante dei Dead Kennedys, per chiedergli di cedere "Holiday In Cambodia" per uno spot della Levi's e poi, dopo il rifiuto di Jello, a chiedere a due cari amici del cantante di convincerlo a svendersi al "nemico", il capitalismo. Nell'ottobre del 1998, con Peligro e Flouride, fa causa a Biafra per avere pieno controllo di soldi, nome e catalogo dei Dead Kennedys, ottenendoli poi dal giudice nel maggio del 2000. (it)
