Pełnił funkcję generalnego inspektora marynarki (1985-1986), a w latach 1986-1991 był generalnym inspektorem całej armii (Bundeswehry), tj. najwyższym rangą dowódcą wojskowym w armii, pozostającej pod cywilnym zarządem ministra obrony.
