Claudio Hipólito Elórtegui Raffo (born 9 December 1951) is a Chilean economist who is the current rector of the Pontifical Catholic University of Valparaíso. Elórtegui received as a commercial engineer from Pontifical Catholic University of Valparaíso (PUCV) in 1975. Then, in 1979, he completed a Master of Arts in Economics at the University of Pittsburgh. Among his scholar interests also are the Foreign Affairs, an area where he completed –after complete his MA at United States— a postgraduate diploma in the university where he began: the PUCV, institution that then offered a specialization in Latinamerican affairs with a mention in Economics. During his professional career, he has also served as director of companies in both public and private business.

Luego, en 1979, realizó un magíster en economía en la Universidad de Pittsburgh, Estados Unidos. Entre sus intereses académicos también se encuentran las relaciones internacionales, área en la que realizó, luego de completar su maestría, un posgrado en la mismo universidad donde comenzó sus estudios: la PUCV, institución que entonces ofrecía una especialización en Asuntos Latinoamericanos con Mención en Ciencias económicas. Durante su carrera profesional también se ha desempeñado tanto en el sector tanto público como privado. En junio de 2010, se convirtió en rector de la PUCV,​ siendo reelegido en 2014​ y 2018.​ Ese cargo le permitió, por ejemplo, desempeñarse como presidente de la Red de Universidades Públicas No Estatales de Chile (comúnmente conocida como G9).
