Von 2008 bis 2018 war sie Präsidentin des Bayerischen Landtags, dem sie bereits seit 1976 angehört hatte. Von 1998 bis 2001 war Stamm stellvertretende Ministerpräsidentin Bayerns. 1994 bis 2001 amtierte sie als bayerische Sozial- und Gesundheitsministerin, von 1987 bis 1994 als Staatssekretärin im Arbeits- und Sozialministerium.
