United Nations Security Council resolution 653, adopted unanimously on 20 April 1990, after recalling resolutions 644 (1989) and 650 (1990), the council endorsed a report by the Secretary-General and authorised new additions to the mandate of the United Nations Observer Group in Central America. The addition to the mandate, after discussions between the Government of Nicaragua and the Contras, included the proposal to create five "security zones" within Nicaragua within which the Contras would demobilise.

Po przypomnieniu rezolucji 644 (1989) i 650 (1990), Rada zatwierdziła sprawozdanie Sekretarza Generalnego i zaakceptowała rozszerzenie mandatu ONUCA o upoważnienie do utworzenia "stref bezpieczeństwa" w których następowałaby demobilizacja oddziałów contras zgodnie z porozumieniem tej formacji i rządu Nikaragui. Unter Verweis auf die Resolutionen (1989) und 650 (1990) billigte der Rat einen Bericht des Generalsekretärs und genehmigte neue Ergänzungen zum Mandat der Beobachtermission der Vereinten Nationen in El Salvador. Sie forderte den Generalsekretär auch auf, dem Rat vor dem Ende des laufenden Mandats am 7. Mai 1990 Bericht zu erstatten. (de)
