| - La politique de la division (wedge politics) consiste à lancer un débat social sur des enjeux portant à controverse (wedge issues) pour polariser une population ou un groupe politique. Ce débat est amené dans la sphère publique en vue de fragiliser l’unité du groupe visé, dans le but d’inciter certaines personnes à accorder leur soutien à leur opposant. Les campagnes politiques peuvent faire place à la politique de la division afin d’exploiter une tension au sein de la population. L'enjeu polarisant peut être un point de désaccord au sein d’un parti, qui divisera sa base. Souvent, il s'agit de thèmes populistes ou culturels tels que la criminalité, la sécurité nationale, la sexualité (par exemple le mariage gay), ou l'ethnicité. Un parti politique peut susciter un débat polarisant chez l'opposant pour ensuite s’aligner avec la faction dissidente de cette opposition. Le débat aura pour but de produire des effets tels que :
* Des conflits virulents au sein du parti d’opposition, produisant chez le public une impression de débâcle;
* La défection de militants de la faction minoritaire du parti d’opposition, au profit du parti initiateur, ou d’autres partis;
* La légitimation de sentiments qui, bien qu’ils couvent dans la population, sont généralement considérés comme inappropriés ou politiquement incorrects. Les critiques de l’opposition apparaissent dès lors motivées par des groupes d’intérêts ou des idéologies extrémistes.
* Dans certains cas extrêmes, la politique de la division peut contribuer à l’éclatement effectif d’un parti et amener la formation d’un nouveau parti dissident, entraînant avec lui un certain nombre d’électeurs potentiels. Afin de se prémunir de ces risques, le parti visé par la politique de la division peut décider de prendre une voie pragmatique et de soutenir officiellement les vues de sa propre faction minoritaire. Par contre, ceci peut entraîner la défection de militants de la faction majoritaire vers un tiers parti. (fr)
- A wedge issue is a political or social issue, often of a controversial or divisive nature, which splits apart a demographic or population group. Wedge issues can be advertised or publicly aired in an attempt to strengthen the unity of a population, with the goal of enticing polarized individuals to give support to an opponent or to withdraw their support entirely out of disillusionment. The use of wedge issues gives rise to wedge politics. Wedge issues are also known as hot button or third rail issues. Political campaigns use wedge issues to soften tension within a targeted population. A wedge issue may often be a point of internal dissent within an opposing party, which that party attempts to suppress or ignore discussing because it divides "the base". Typically, wedge issues have a cultural or populist theme, relating to matters such as crime, national security, sexuality (e.g. same-sex marriage), abortion or race. A party may introduce a wedge issue to an opposing population, while aligning itself with the dissenting faction of the opposition. A wedge issue, when introduced, is intended to bring about such things as:
* A debate, often vitriolic, within the opposing party, giving the public a perception of disarray.
* The defection of supporters of the opposing party's minority faction to the other party (or independent parties) if they lose the debate.
* The legitimising of sentiment which, while perhaps popularly held, is usually considered inappropriate; criticisms from the opposition then make it appear beholden to special interests or fringe ideology.
* In an extreme case, a wedge issue might contribute to the actual fracture of the opposing party as another party spins off, taking voters with it. To prevent these consequences from occurring, the opposing party may attempt to take a "pragmatic" stand and officially endorse the views of its minority faction. However, this can lead to the defection of supporters of the opposing party's majority faction to a third party, should they lose the debate. (en)
