An agglomeration, or urban agglomeration, is an administrative division of Quebec at the local level that may group together a number of municipalities which were abolished as independent entities on 1 January 2002 but reconstituted on 1 January 2006. Urban agglomerations have certain powers that would ordinarily be exercised by individual municipalities.

Elles ont pour but de créer une instance décisionnel entre plusieurs municipalités d'un même territoire. La création des agglomérations au Québec est une suite directes de la réorganisation des municipalités du Québec (2000-2006). En permettant à certaines villes de défusionner en 2005, le gouvernement Charest ne leur avait pas permis de retrouver toute l'autonomie qu'elles avaient avant 2002. En effet, les municipalités ainsi reconstituées sont restés liées à la ville-centre, de laquelle elles se sont défusionnées. Cela permettait d'assurer des compétences d'agglomération, alors que les municipalités reconstituées seront chargées des compétences de proximité. (fr)
